117. <br />Regular Meeting July 19, 2005 Page 11 <br />Mayor Narvaiz introduced a discussion regarding update of City request to <br />Hays County to name the Sunset Acres Neighborhood Park for Anita Reyes. <br />Mayor Narvaiz stated Hays County approved Council's recommendation to name <br />the park after Anita Reyes. She stated Staff will work with the County to <br />place the sign and plan an unveiling ceremony. She stated Mr. Diaz has <br />agreed to donate the sign. <br />Mayor Narvaiz introduced a discussion regarding economic development <br />request for proposal evaluation process. Mr. O'Leary stated the City <br />received three proposals for economic development services. Mr. O'Leary <br />inquired whether the Council wants Staff to review proposals and make a <br />recommendation. Mr. Taylor, Mr. Bose, Mr. Thomaides and Mr. Mihalkanin <br />stated they felt Staff should review the RFP and then present them to the <br />Council. Mr. Guerrero stated he felt the Council should review the <br />proposals. Mr. O'Leary stated the criteria for evaluation outlined in the <br />RFP includes four elements. He inquired to whether the Staff should <br />evaluate the RFPs using all four of the criteria. Mr. Mihalkanin stated he <br />felt Staff should evaluate the RFPs using the first three criteria. Mayor <br />Narvaiz stated she felt the City has a process for all RFPs submitted to <br />the City using the four criteria, and this RFP should not be treated <br />differently. Mr. Guerrero stated he felt Council should evaluate the RFPs. <br />The Council agreed by consensus for Staff to review the RFPs by using the <br />first three criteria and then provide a recommendation to Council. Mr. <br />O'Leary inquired whether the Council wanted to hold a Special Meeting to <br />discuss, receive the RFP's and Staff's recommendation. The Council agreed <br />by consensus to hold a Special Meeting on Monday, July 25, 2005, at 6;00 <br />p.m. <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mayor Narvaiz stated Texas House Bill 87 allows <br />Municipalities to lower the speed limit to 25 mph in residential areas. <br />She stated she would like to see this item brought back for a discussion <br />after the budget adoption. <br />The meeting adjourned at 8:48 p.m. on motion made by Mr. Diaz and seconded <br />by Mr. Guerrero. <br />Susan Narvaiz <br />Mayor
