<br />143. <br /> <br />Memorandum of Agreement: <br />Coordinated Transit Services serving <br />San Marcos <br /> <br />This Agreement is made this the 20th day of July , 2005, between Texas <br />State University - San Marcos ("TxSt-SM"), the Capital Area Rural Transportation <br />System ("CARTS"), and the City of San Marcos ("City"). All parties to this Agreement <br />acknowledge the potential benefits of partnering to plan and deliver a seamless, <br />coordinated transit system that provides mobility for the entire San Marcos community. <br />This community includes residents, students, employees and visitors. <br /> <br />I. <br />Purpose <br /> <br />The purpose of this Agreement is to establish the guiding principals and the framework <br />for a partnership involving TxSt-SM, CARTS, and the City. This partnership is <br />established to serve as a vehicle to integrate existing bus transportation in San Marcos <br />into a community bus service that will serve all persons in the community, without <br />diminishing the effectiveness of current services. It is anticipated that this integration <br />will improve cost-effectiveness of existing services and maximize funding opportunities <br />available for transit services within the community. The intent of this collaboration is <br />that all existing services be maintained and that additional services could be introduced as <br />supporting funding is identified and attained. <br /> <br />II. <br />General Expectations <br /> <br />· All transit services will be open to the general public. <br /> <br />· The partnership will be designed to maximize the potential for Federal funding. <br /> <br />· The partnership agencies will cooperatively plan the seamless transportation <br />system, including development of service plans, supporting capital plan and <br />resulting operating and capital budget. <br /> <br />· The partnership agencies will establish a unified operations plan and insure that <br />all aspects of the regions service are integrated (e.g. fare structure and <br />instruments, public information). <br /> <br />· The partnership agencies will determine the method of service delivery. <br /> <br />July 12, 2005 <br />
