<br />Regular Meeting <br /> <br />August 16, 2005 <br /> <br />173. <br />Page 7 <br /> <br />REGARDING CERTAIN BUILDING PROJECTS; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerrero moved for adoption of the Resolution and Mr. Taylor seconded <br />the motion. Mr. O'Leary stated the School District is planning to <br />construct a new Bowie Elementary School located on a site off State Highway <br />123 South in the Cottonwood Creek Subdivision and a new Support Services <br />Building located in the 2500 block of Hunter Road. He stated the new Land <br />Development Code includes a new regulation for development such as these <br />building projects, to include exterior construction standards and <br />landscaping requirements. He also stated the School District <br />Superintendent has requested the Council to approve an agreement exempting <br />all of the School District's bond projects from these regulations. He <br />stated this agreement will allow the School District to move forward with <br />the Bowie Elementary School and Support Services Building projects, <br />allowing more time to be taken to consider the broader exemption request <br />through the LDC amendment process. Mr. O'Leary stated the City has <br />received an email from the donor of the property, who is requesting the LDC <br />landscaping requirements be upheld for Bowie. Dr. Sylvester Perez, San <br />Marcos Consolidated Independent School District Superintendent, stated <br />SMCISD and City staff have held several meetings regarding the exterior and <br />landscaping of these two projects. He stated SMCISD is proposing Bowie <br />Elementary construction will be 70%, with the same aesthetically pleasing <br />construction as DeZavala Elementary. He stated there are similar designs <br />in future projects. Brad Pfluger, Pfluger and Associates, stated he feels <br />the Council needs to consider the maintenance of the landscape around the <br />entrance and the site. He also stated the rising increase in building <br />materials has caused the School District to consider alternative materials. <br />He provided a powerpoint of alternative materials used on other schools <br />Pfluger Associates has designed. He stated the landscaping plans for the <br />new High School is proposed to be completed in five years, through memorial <br />donations. He also stated the Support Facility is proposed to be <br />constructed out of metal. He stated this building will be substantially <br />set back off of Hunter Road. Mr. Mihalkanin inquired when the School <br />District realized the landscaping and design of these projects did not meet <br />the LDC requirements. Dr. Perez stated the Bond passed in 2004 and at that <br />time the School District was not aware the LDC would be in effect. Mr. <br />Mihalkanin inquired as to when the School District received the designs for <br />the proposed buildings. Dr. Perez stated the School District received the <br />proposed designs four months ago. Mr. Thomaides inquired whether the <br />architect firm discussed the requirements of the LDC. Barrie Breed, <br />President of the School Board, stated the architect did not provide the <br />renderings quickly. The Board was "lay" people, so the architect proceeded <br />cautiously. Mike Horton, Director of SMCISD Facilities, stated he has been <br />with SMCISD for 14 months and was not aware of the LDC. He stated the Bond <br />project was passed prior to LDC being adopted. He stated originally he was <br />told Bowie Elementary and the Support Services Building would not fall <br />
