Carol Barrett, Planning Development <br />Director, stated in late November the School District requested a permit <br />for the Support Services Building. She stated the proposed Support ServiCE <br />Building which was presented was not the original plan for the building <br />presented to the City. This building was revised the end of June 2005. <br />She stated the original plans were grandfathered under the LDC, and the new <br />building would not be grandfathered. Mayor Narvaiz inquired whether a <br />Conditional Use Permit can be issued. Ms. Barrett stated Staff has placed <br />2 Conditional Use Permits on the Planning and Zoning Commission Agenda, in <br />case the adoption of this Resolution failed. Mr. Diaz inquired as to the <br />cost difference if the requirements are not met. Dr. Perez stated the <br />irrigation and the cost of the entire projects would be an additional $1 <br />million. Mr. Taylor stated the School District has a different funding <br />mechanism and the additional $1 million would require another Bond <br />Election. He stated he feels the City should work something out with the <br />School District. Mr. Diaz stated he has no problem with the metal <br />building. Mr. Bose stated he feels the new plans for the proposed Support <br />Services Building has caused the School District to fall under the LDC <br />requirements. Mr. Guerrero stated there are different materials being <br />used, which he feels this issue comes down to safety for the schools. He <br />stated he supports the Support Services Building as long as it is <br />aesthetically pleasing. Mr. Taylor stated he does not have a problem a <br />with metal building or a partial metal building. He stated he feels the <br />School District should respect Mr. Morris' request for the landscaping to <br />meet the LDC requirements, which will help protect the value of his <br />property. Mr. Diaz stated he feels the School District should support Mr. <br />Morris' request. Mayor Narvaiz stated the Council has tried to work with <br />the School District. She stated she feels the citizens want a higher <br />standard for San Marcos to be able to compete with the surrounding Cities. <br />She stated she feels the School District should do the landscaping for <br />Bowie as requested by the donor of Bowie's property. Mr. Mihalkanin moved <br />to amend the Agreement to remove the exemption of landscaping requirements <br />for Bowie Elementary and Support Service~ Building, and Mr. Taylor seconded <br />the motion. Mr. Mihalkanin withdrew his motion and Mr. Taylor withdrew his <br />second. Mr. Mihalkanin moved to amend the Agreement to remove the <br />landscaping requirements pertaining to Bowie Elementary, and Mr. Taylor <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Guerrero, Mihalkanin, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />NAY: Diaz. <br /> <br />ABSTAIN: None. <br />
