<br />necessary for reasonable site access, or within areas designated for the <br />construction or installation of public facilities such as streets or utilities, that the <br />property owner requests and receives approval to remove may be removed, but <br />shall be replaced on-site at a ratio of two-and-one-half trees per tree removed and <br />shall be credited toward the number of trees required for site development. <br />Replacement trees shall have a minimum caliper of two inches. <br /> <br />(4) Any specimen tree (24 inch caliper or greater) that is located within the building <br />footprint, or areas necessary for site access (but not including parking areas), such <br />as a driveway, shall not be required to be preserved. However, the tree that is <br />removed shall be replaced caliper-for-caliper (a ratio of one-to-one). Trees <br />removed shall be approved in accordance with Section 5.5.2.1. <br /> <br />SECTION 2. Sections 1.6.7.2 and 1.7.1.2 of the City Land Development Code are amended <br />as follows (underlining indicates added text; overstrike indicates deleted text): <br /> <br />Section 1.6.7.2 <br /> <br />Sequence of Approvals <br /> <br />(a) Prior Approvals. An application for a Minor Subdivision Plat shall not be approved <br />unless the following petitions or development permits, where applicable, have been <br />approved and remain in effect for the land included in the proposed Minor Subdivision <br />Plat: <br /> <br />(1) All legislative applications; and <br /> <br />(2) Watershed Protection Plan (Phase 2). if the land is located within the Edwards <br />Aquifer Recharge Zone. within a designated streanl or river corridor. or if the <br />land contains floodplain. floodway or a waterway as defined by this Code. <br /> <br />Section 1.7.1.2 <br /> <br />Sequence of Approvals <br /> <br />(b) Phased Plans. An application for a Watershed Protection Plan typically shall be <br />prepared and acted upon by the City in two phases. <br /> <br />(1) A Watershed Protection Plan (Phase 1) shall be prepared prior to approval of the <br />following types of development applications: <br /> <br />a. Utility Extension, <br /> <br />b. Development Transfer Petition, <br /> <br />c. Certificate of Appropriateness, <br /> <br />d. Subdivision Concept Plat, <br /> <br />e.
