<br />City of San Marcos <br /> <br />TPDES Permit No. WQOO 1 0273002 <br /> <br />OTHER REQUIREMENTS <br /> <br />t. The permittee shall employ or contract with one or more licensed wastewater treatment facility operators or <br />wastewater system operations companies holding a valid license or registration according to the requirements <br />of 30 TAC Chapter 30, Occupational Licenses and Registrations and in particular 30 TAC Chapter 30, <br />Subchapter J, Wastewater Operators and Operations Companies. <br /> <br />This Category A facility must be operated by a chief operator or an operator holding a Category A license or <br />higher. The facility must be operated a minimum of five days per week by the licensed chief operator or an <br />operator holding the required level of license or higher. The licensed chief operator or operator holding the <br />required level of license or higher must be available by telephone or pager seven days per week. Where shift <br />operation ofthe wastewater treatment facility is necessary, each shift which does not have the on-site supervision <br />of the licensed chief operator must be supervised by an operator in charge who is licensed not less than one level <br />below the category for the facility. <br /> <br />2. The facility is not located in the Coastal Management Program boundary. <br /> <br />3. Chronic toxic criteria apply at the edge of the mixing zone. The mixing zone is defined as 300 feet downstream <br />and 100 feet upstream from the point of discharge. <br /> <br />4. The permittee is hereby placed on notice that this permit may be reviewed by the Texas Conunission on <br />Environmental Quality after the completion of any new intensive water quality survey on Segment No. 1814 of <br />the Guadalupe River Basin and any subsequent updating of the water quality model for Segment No. 1814, in <br />order to determine if the limitations and conditions contained herein are consistent with any such revised model. <br />The permit may be amended, pursuant to 30 TAC Section 305.62, as a result of such review. The permittee is <br />also hereby placed on notice that effluent limits may be made more stringent at renewal based on, for example, <br />any change to modeling protocol approved in the TCEQ Continuing Planning Process. <br /> <br />5. The permittee shall comply with the requirements of 30 TAC Section 309.13 (a) through (d). In addition, by <br />ownership of the required buffer zone area, the permittee shall comply with the requirements of 30 TAC Section <br />309.13(e). <br /> <br />Page 23 <br />
