<br />2. <br /> <br />Regular Meeting <br /> <br />September 6, 2005 <br /> <br />Page 2 <br /> <br />near the City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (IH35/McCarty Lane area; IH35/Centerpoint Road <br />area). The Council adjourned into Executive Session at 6:01 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6:57 p.m. (See Page <br />12 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated Council <br />provided direction regarding the economic development contract <br />negotiations. He stated Council also provided direction regarding the <br />North IH35 area and IH35/Centerpoint Road area. He stated the Council also <br />provided direction regarding Winstead Consulting Group contract <br />negotiations. <br /> <br />Mayor Narvaiz introduced the Pledge of Allegiance, which was lead by Abby <br />Bowers, 5th grade student at Hernandez Middle School. Ms. Bowers also sang <br />the National Anthem. <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Bill Cunningham <br />stated he has decided not to speak. 2) Camille Phillips stated she feels <br />the City should protect what San Marcos has. She stated the Council needp <br />to market the outlets to the surrounding area with more advertisin <br />dollars. She stated the City should target families who come to San Marcc <br />every weekend for athletic, public and University events. 3) Robert <br />Mooney stated he is the President of the San Marcos Council of <br />Neighborhoods Association. He invited the Council and Staff to attend <br />their meetings. 4) Dianne Wassenich, League of Women Voters, stated she <br />wanted to announce there is a community questionnaire about the bond <br />proposals. She stated they are available at the San Marcos Library and <br />City Hall. She also stated these questionnaires must be completed and <br />returned by September 16, 2005. 5) Elizabeth Berry stated the San Marcos <br />Animal Shelter should be using IV injections. She stated the Council will <br />be receiving a recommendation for Animal Control Policy in their mailboxes. <br />6) Lisa Cameron provided written comments regarding euthanasia for animals. <br />7) John Morrisset stated he wished to speak regarding Item 27, appointment <br />to the Parks and Recreation Advisory Board. He thanked the Council for <br />their hard work. He encouraged the Council to appoint Mike Rhoades to the <br />Parks and Recreation Advisory Board. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary provided the <br />Council with a powerpoint presentation regarding Katrina Hurricane Relief. <br />He stated the Police and Fire Departments sent employees to Austin to <br />provide assistance at Bergstrom Airport, and will offer further assistance <br />as it is needed. An evacuee from New Orleans, thanked the citizens of San <br />Marcos for their generosity. She stated her family was able to assist <br />
