She stated her family was taken <br />to Kelly Air Force Base on Friday and Saturday she was provided shelter in <br />San Marcos. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Diaz thanked the <br />City employees who helped with the Katrina Hurricane Relief. 2) Mr. <br />Guerrero thanked the City employees and the residents of San Marcos for <br />their generosity. 3) Mr. Mihalkanin stated he appreciates how the citizens <br />of San Marcos have stepped up and helped. 4) Mr. Thomaides thanked the <br />Staff and Kathy Dillon for providing assistance to the Katrina Hurricane <br />evacuees. He stated the Humane Society also needs help to provide for the <br />animals of the Katrina Hurricane. 5) Mr. Bose stated love casts out fears. <br />He thanked everyone for helping. He stated this is a good example of how <br />real people come through. 6) Mr. Taylor thanked the citizens and Staff for <br />their generosity and help with the Katrina Hurricane evacuees. He stated he <br />feels this will be a large expense and the City needs to help as much as <br />they can. Mr. O'Leary stated the City is also working with the Humane <br />Society and taking in animals in our Shelter. 7) Mayor Narvaiz stated a <br />good Emergency Management Plan begins at the local level. She stated the <br />Emergency Plan begins with each of us. She thanked everyone for their <br />generosity with the Katrina Hurricane Relief. She asked the citizens to <br />check the status of relief efforts on the City's website. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as the follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AND ADOPTING A NEW OFFICIAL CITY ZONING MAP FOR THE CITY; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on second reading except <br />protested Items 51, 52 and 126, and Mr. Guerrero seconded the motion. <br />Mayor Narvaiz stated Planning and Zoning Commission reviewed the original <br />recommendations for Items 17, 36, 37 and 38. She stated the Planning and <br />Zoning Commission changed Item 17 zoning from MU (Mixed Use)to SF-6 (Single <br />Family 6,000 square feet), Items 36, 37 and 38 zoning from NC (Neighborhood <br />Commercial) to MU (Mixed Use). She stated if the Council supports these <br />recommendations, an amendment will need to be made. Mr. Thomaides inquired <br />as to the definition of a protest. Mr. Mark Taylor stated a protest is <br />defined under State Law. He stated the Council approved a process for the <br />City-wide Rezoning and conducting joint public hearings with Planning and <br />Zoning Commission for consideration of a proposed new Official Zoning Map <br />for the City. He stated the Planning and Development Services Department <br />mailed notice of public hearings to approximately 10,600 owners of real <br />property in the City. Mr. Thomaides stated he is concerned with the owners <br />within 200 feet of the properties being rezoned, not being notified. He <br />stated the normal zoning protest process is to notify the residents within <br />
