W.M CITY OF <br />AN MARCO$ <br />OFFICE OF THE MAYOR <br />CITY OF SAN MARCOS, TEXAS <br />DECLARATION OF LOCAL DISASTER <br />WHEREAS, the public policy of the City of San Marcos promotes the prompt and <br />efficient rescue, care, and treatment of persons victimized or threatened by a natural or <br />man-made disaster; and, <br />WHEREAS, the City of San Marcos has complied with state and federal <br />requirements for the creation of an emergency management program, and is committed to <br />providing a setting conducive to the rapid and orderly restoration and rehabilitation of <br />persons and property affected by disasters; and, <br />WHEREAS, our neighboring Gulf States of Louisiana, Mississippi and Alabama <br />have recently sustained tremendous hardship after enduring Hurricane Katrina, making <br />all United States citizens mindful of the massive power and unpredictability of nature; <br />and, <br />WHEREAS, the Mayor is authorized as the representative of the local governing <br />body to declare a local disaster pursuant to Texas Government Code, Section 418.108; <br />and, <br />WHEREAS, the Gulf Coast of Texas is about to be hit by Hurricane Rita, which <br />is presently a "strong Category 4 hurricane on the Saffir-Simpson scale" according to the <br />National Weather Service (Hurricane Rita Advisory No. 20A), and mandatory evacuation <br />orders have been issued for coastal Texas counties from Corpus Christi to the Louisiana <br />border; and <br />WHEREAS, the weather predictions contain warnings that Hays County may <br />sustain heavy flooding as a result of Hurricane Rita; and, <br />WHEREAS, as of the present time (Thursday, September 22, 2005, 3:00 pm), it <br />appears imminent that widespread injury or loss of life or damage to property may result <br />from 1) the unprecedented influx into the City of evacuees from areas along the Texas <br />coast in advance of Hurricane Rita, and 2) the potential weather-related effects of <br />Hurricane Rita; and <br />WHEREAS, the unprecedented influx into the City of evacuees from areas along <br />the Texas coast in advance of Hurricane Rita is already causing shortages of commodities
