A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A REVISED POLICY FOR THE REIMBURSEMENT OF COUNCIL MEMBER EXPENSES UNDER SECTION 3.04 OF THE SAN MARCOS CITY CHARTER; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPOINTING PRESIDING JUDGES AND ALTERNATE JUDGES TO SERVE IN A GENERAL AND SPECIAL BOND ELECTION TO BE HELD ON NOVEMBER 8, 2005; CHARGING THE JUDGES WITH THE DUTY TO HOLD THIS ELECTION IN THEIR RESPECTIVE POLLING PLACES FOR EACH PRECINCT; APPOINTING AN EARLY VOTING BALLOT BOARD; APPOINTING A PRESIDING JUDGE OF THE CENTRAL COUNTING STATION, A TABULATION SUPERVISOR OF THE CENTRAL COUNTING STATION, AND A CENTRAL COUNTING STATION MANAGER; APPROVING THE APPOINTMENT BY THE PRESIDING JUDGE OF THE CENTRAL COUNTING STATION OF CERTAIN CLERKS; APPROVING THE APPOINTMENT BY THE TABULATION SUPERVISOR OF CERTAIN ASSISTANTS; APPROVING THE APPOINTMENT BY THE EARLY VOTING CLERK OF CERTAIN DEPUTY EARLY VOTING CLERKS; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A DEVELOPMENT INCENTIVE AGREEMENT WITH MORGAN FUSCHAK D/B/A FUSCHAK'S BAR-B-QUE, FOR A COMMERCIAL DEVELOPMENT AT THE INTERSECTION OF DEL SOL DRIVE AND IH35; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. Mayor Narvaiz introduced Item 32, a discussion regarding Sights and Sounds Board's request for additional funding in the amount of $4,100.00. Mr. O'Leary stated the Sights and Sounds of Christmas is requesting additional funds. He stated prior to 2001, the City earmarked $10,000.00 for lights and electrical work for Sights and Sounds in the Main Street budget. He stated after September 11, 2001, the City experienced a decrease in hotel motel tax collections and the funding was reduced to $5,900.00. He stated Sights and Sounds is requesting $4,100.00 to restore the total funding back to $10,000.00. Mr. Thomaides stated the Main Street Board has kept the funding level for this event at $5,900.00. The Council agreed by consensus to increase the funding in the amount of $4,100.00 for the Sights and Sounds event. Mr. Taylor stated he feels during the Visioning Workshop, the Council should review allocating funds for the Sights and Sounds in their own line item, instead of allocating the funding in the Main Street Budget. Mr. O'Leary stated a Resolution will come back to Council for approval of the allocation of $4,100.00.
