Reserved. <br /> <br />DIVISION 3. ELECTRICAL BOARD <br /> <br />Sec. 14.321. Established; membership and terms. <br /> <br />(a) The electrical board is established. The board consists of six members, five of whom have voting <br />rights and three of whom constitute a quorum. One member will be a representative of the electric <br />utility department nominated by the electric utility board and approved by the city council. Two <br />members will be master electricians who are licensed by the city and who obtained their licenses <br />through testing in the city. Two members may be either electricians or residents of the city. The sixth <br />member will be appointed by the building official from the official's staff and will have no voting <br />rights. <br /> <br />(b) The voting members of the electrical board are appointed by the city council for staggered terms <br />of two years, three members being appointed in odd-numbered years and two being appointed in even- <br />numbered years. The board will elect a chair from its voting membership. <br /> <br />Sec. 14.322. Powers and duties. <br /> <br />(a) The elect11cal board will authorize the issuance of licenses by the building official alld will suspend <br />licenses and perform other duties as described in this article. <br /> <br />(b) The board will hear appeals and render decisions upon interpretations and rulings by the city <br />electrical inspector when allowed by this article. In deciding an appeal, the electrical board will <br />determine if the ruling or interpretation is in accordance with the intent and purposes of this article <br />and the electrical code. If the board determines that the ruling or interpretation is not correct, the <br />inspector will not enforce or implement it. If the board determines that the ruling or interpretation is <br />valid, the applicant or permit holder shall either comply with the ruling or interpretation, or request <br />a variance from the board. <br /> <br />(c) The board may grant a variance which establishes and maintains effective safety. A variance may <br />be granted when the board finds, upon presentation of adequate evidence, that compliance will result <br />in unnecessary and extraordinary hardship and that: <br /> <br />(1) There are special circumstances or conditions applying to the structure, the electrical <br />system, or other related factors that are wlique and do not apply generally to all structures or electrical <br />systems; <br /> <br />(2) The special circumstances or conditions were not created by the applicant or permit holder <br />or anyone associated with the applicant or permit holder; <br /> <br />C:\TEMP\bldg code 2-13-02 inc. doc <br /> <br />25 <br />
