<br />(1) A contractor licensed under this article. <br /> <br />(2) An employee of a contractor designated by the contractor to obtain permits under his or her <br />license. A letter of authorization must be on file with the building official and will be in effect for no <br />more than one year. <br /> <br />(3) A property owner who certifies that the work will be performed by the property owner's <br />own hands, in a residence owned and occupied by the property owner as the property owner's <br />homestead. If the residence is also used as a business, then only a licensed contractor may apply for <br />a permit. <br /> <br />( c) Once a permit application is determined by the building inspection division to be complete, the <br />division will inform the applicant of the amount of the permit fee. An application will not be <br />considered to be filed with the building inspection division unless and until this completeness is <br />verified and the full amount of the permit fee is paid. A permit fee may be wholly or partially waived <br />in a written development incentive agreement with the city. <br /> <br />(d) The building official may require that a plan review fee be paid by a permit applicant at the time <br />an application is submitted. The payment of the plan review fee will not be deemed to constitute the <br />filing of the application, and the application will not be considered to be filed with the building <br />inspection division unless and until the application is verified to be complete and the full amount of <br />the permit fee is paid. <br /> <br />(e) If the scope of work is increased during the construction period relative to the work authorized to <br />be done under the permit, the permit holder shall file an amended permit application and pay <br />additional fees that are assessed based on the increase in scope prior to beginning any work not <br />covered by the original permit. <br /> <br />(f) A minimum permit fee may be charged. <br /> <br />Sec. 14.453. Issuance of permit. <br /> <br />(a) Only one permit required under this division will be issued per proposed job. <br /> <br />(b) Upon receipt of a permit, the contractor may start the proposed job and perform the work described <br />in the application, requesting inspections by the building official in the proper sequence as the work <br />progresses. <br /> <br />(c) If the contractor holding a permit dies or becomes unable to supervise the permitted work, all work <br />under the permit shall cease immediately, and work shall not be resumed until the contractor's <br />disability is remedied or a new permit is issued to a qualified contractor. <br /> <br />Sec. 14.454. Permit cancellation. <br /> <br />(a) When the holder of a permit issued under this division fails or refuses to complete work, in whole <br />or in part, the building owner, the owner's general contractor, or the person in charge of the <br />construction on behalf of the owner may submit a written request to the building official the <br />cancellation of the original permit to allow another licensed contractor to secure a permit to complete <br /> <br />C:\TEMP\bldg code 2-13-02 inc. doc <br /> <br />38 <br />
