(1) It is unlawful for any person to install or cause to be installed or to permit any person to install an electric sign or outline lighting or to make any alterations, additions, changes or repairs to an electric sign or outline lighting, without applying for and obtaining a permit for the work from the building inspection division, except as otherwise specifically provided in this article. (2) Only a licensed master sign electrician may apply for a permit to install, alter, make additions to, change or repair an electric sign or outline lighting. (3) If the sign is pre-manufactured, there is no need for an electrical permit to be obtained, provided that no circuits are extended or added to the sign. (c) If a person is properly licensed, no permit is required for the following work: (1) Maintenance work or the making of minor repairs, including the replacement of Imnps, sockets, fuses, drop cords, snap switches or other similar items, or the replacement of any electrical device, circuit or component with a part of similar nature, size and application. (2) The connection of portable electrical equipment to suitable permanently installed receptacles. (3) Any work involved in the manufacture, testing, servicing, altering or repairing of electrical equipment or apparatus, except that this exemption does not apply to any permanent wiring or permanent attachment. (4) Any work conducted under the Registered Industrial Plant Program, section 14.607. Sec. 14.602. Permit application; fee. (a) All electricians and property owners who intend to perform electrical work under this chapter shall apply for and obtain a permit from the building inspections office, unless the person or work meets the requirements of an exception in this article. (b) Applications for permits will only be accepted from the following persons: (1) A master electrician licensed under this article. (2) An employee of an electrical contractor designated by the contractor's master electrician to obtain permits under the electrician's license. A letter of authorization stating that the master electrician has designated the electrical contractor to apply for permits shall be filed with the building inspections office and will be in effect for no more than one year. (3) A property owner who certifies that the work will be performed by the property owner's own hands, in a residence owned and occupied by the property owner as the property owner's homestead. If the residence is also used as a business, then only a master electrician may apply for a pennit. (c) Once a permit application is determined by the building inspection division to be complete, the division will inform the applicant of the amount of the permit fee.
