<br />(b). Under the overall g08;S ofthe funding program the purposes C7 ,his Contract are: <br /> <br />1. To enable CA.PGO to carry out or conduct vario:.;s municipal solid waste <br />management-relate::: ser/ices and support activitjes within CAPCO's regional <br />jurisdiction; and <br /> <br />2. To enable CAPCO :0 report to the Legislature and promote the continuation of pass- <br />through grant funding; and <br /> <br />3. To administer an efficient and effective, region-wide, ~ass-through (subgrantee) <br />assistance grants program and/or, where authorjzed by CAPCO in accordance with <br />Article 5 of this Artachmelit, to conduct various CAPCO . r.:anaged projects. <br /> <br />(c). The specifIc purposes of this grant Contract, to implement pa:~9raph (b) above are: <br /> <br />To purchase a second commercial brush chipper to exoand the <br />capacity to orecess larger Quantities of material due to increased <br />develooment. Air brush materials cleared and precessed bv the <br />county wUI be recycled and used onlv on county orooerty to avoid <br />competition with private industries. <br /> <br />Article 4: <br /> <br />Eliqible Entities <br /> <br />(a). Only those local and regional political SUbdivisions located w::hin the State of Texas as <br />listed belo'.>'! are eligible to receive funding from CAPCO as a pass.through grant: <br /> <br />1. Cities; <br />2. Counties; <br />3. Public schools and school districts (does not include Universities or post secondary <br />educationa/institutions); and <br />4. Other general and special law districts created in accordance with state law, and INith <br />the authority and responsibility for water quality protection or municipal solid waste <br />management. to include river authorities, <br /> <br />(b). Local and regional political subdivisions that are subject to the payment or state solid <br />waste disposal fees and whose fee payments are in arrears, as determined by CAPCO, <br />are not eligible to receive pass-through grant funding from CAPCO. CAPCO shall allow <br />a potential pass-through grant applicant that is listed as being in arrears in its fee <br />payments the oPPor7Jnity to provide documentation of payment of the fees owed the <br />state. If the potential applicant piOvides CAP CO with documentation of payment of the <br />fees, such as a cance!ed check or receipt from the state, CAPCO may consider that <br />applicant to be eligible to receive pass-through grant funding under this Contract. <br /> <br />D T ~:-:''''''.-1 <br /> <br />:1'1 .~,-. <br /> <br />T.-.??C~~CLS <br /> <br />Cn:CT Z02Z/11/72 <br />
