updated version of Water CAD with an increased number of pipes.

1.9.2 Establish the basic assumptions, design criteria, control elevations, system inputs, design
pressures, system constraints, and tentative improvements. The Engineer will review and discuss
these assumptions with the City during development.

1.9.3 Using the computer model, perform hydraulic analyses of the system. The Engineer will use
the water model to perform analyses that evaluate the distribution system performance under
maximum day, maximum hour, and storage replenishment conditions for base year 2002. The
Engineer will perform analyses to determine the effectiveness of existing storage and pumping
facilities and to establish a recommended improvement program. In addition to static modeling, the
Engineer will perform extended period simulations of the water system.

1.9.4 Upon conclusion of the study, provide the City with a copy of the distribution model
developed during the study and provide the distribution data to the City in electronic format. The
Engineer will conduct a training seminar at the City offices to instruct City staff in the use of the
software and the model. The training will include a full 2 days of training and an additional 80 hours
of technical support. The Engineer will provide the technical support in short time increments over
6 months after delivery of the final model and the initial training.

1.10 TASK 9 - PLANNED IMPROVEMENTS AND ALTERNATIVES

The Engineer will:

1.10.1 Evaluate previously proposed distribution system improvements and make recommendations
to either confirm, delete, modify, or expand these improvements.

1.10.2 Develop and evaluate alternatives to reinforce the distribution system to meet projected water
demands. The Engineer will describe and evaluate alternatives based on design parameters, probable
costs, feasibility, and implement ability. The Engineer will conduct system analyses as required to
evaluate alternatives.

1.10.3 Provide life cycle operation and maintenance cost estimates for alternatives developed.

1.1004 Identify alternatives to provide redundancy in supply to all areas within the City's CCN
serVIce area.

1.11 TASK 10 - FINAL REPORT

The Engineer will:

1.11.1 Based on the results of the hydraulic analyses, determine the water supply, treatment, and
distribution improvements required to meet projected water demands. This improvement program
will provide for phased construction and will include a priority schedule for planning purposes. In

7
