<br />to maintain that waterway usage does not negatively impact the environmental <br />quality of Lot 9. <br /> <br />E. Park Development and Maintenance <br />I) The City shall design, build, and maintain a hike and bike trail system. <br />2) The City shall develop, install, and maintain interpretive exhibits for prairie and <br />riparian ecosystems. <br />3) The City will restore arid maintain a native Texas Prairie in the vicinity of the <br />prairie interpretive exhibit at a size of its discretion, but at a minimum of <br />twenty (20) feet by forty (40) feet in dimensions. <br />4) The City shall develop a Trail Guide to enhance the educational value of the <br />Park. <br />5) The City shall take steps to manage the Parkland and Nature Preserve for the <br />use and benefit of future generations, including, but not limited to any <br />remediation actions deemed appropriate, removal of non-native invasive plants <br />listed in Exhibit 'C' and planting locally adaptive native Central Texas plants. <br />6) The City will complete items E.I through EAat the earliest reasonable date <br />after the conveyance of Lots 5, 6, 7, 8 and 9 to the City. The City will <br />prioritize projects specified in E.I through EA and develop a timetable for <br />work with consideration given to the planning and design needs along with <br />recognition of the constraints of limited staff and funding resources. The City <br />Parks and Recreation Department will meet annually with Alan Holt or his <br />Representative to review the progress of park development. <br /> <br />F. Environmental <br />I) Water Quality will conform to the City's Water Quality Standards. During the <br />Site Plan Development process, engineering data will be submitted to <br />demonstrate that non-erosive sheet flow over the Riverbank Setbacks can <br />achieve adequate water quality treatment. <br />2) During the Site Plan Development process, engineering data will be submitted <br />to determine whether the lack of detention would have any adverse impact <br />downstream for the twenty-five (25) and one hundred (100) year flood events. <br />Such data will be based on the proximity to the Blanco River and the available <br />conveyance as well as the timing of the runoff in relation to the peak flows for <br />the drainage basin. <br />3) No portion of the site lies within the Edwards Aquifer Recharge Zone. <br />4) All Slopes within the buildable areas are less than 15%. <br /> <br />G. Projected Phasing <br />I) The expected phasing of the PDD development will be initiated with Lot 2, <br />followed by Lot 3, and Lot I. <br />2) It is anticipated that Lots 5, 6, 7, 8 and 9 will be donated to the City by <br />December 3 I, 2002; in any event, these. lots will be donated to the City no <br />later than December 3 I , 2003. <br />3) Lot 4 will likely be the last lot developed. <br /> <br />EXHIBIT C <br /> <br />Blanco Shoals Planned Development District <br /> <br />Pg. 6 0 f 1 2 P age s <br />
