<br />developed areas shall be located to avoid sinkholes, faults and fractures to the <br />greatest extent practicable. <br /> <br />(,26) Construction of enclosed storm sewers and impervious channel linings shall be <br />permitted only when the director of eity engineeri.!!g, on the basis of competent <br />engineering evidence, concludes that storm sewers or impervious linings are <br />justifiable options. <br /> <br />(~+) Necessary stormwater drainage systems and/or culverts shall be designed to mitigate <br />the impact of erosion and stormwater runoff on water quality through the use of <br />approved control strategies to control sediment and dissipate energy and through the <br />use of multiple smaller outlets whenever practical and by locating discharges to <br />maximize overland flow. <br /> <br />(7) Pond bottoms must be vegetated. <br /> <br />(8) Internal rock berm baffles are required in ponds. <br /> <br />(9) Where a separate water quality pond is required under this article or other applicable <br />regulations, the discharge from the pond must be under a baffle that will trap floating <br />matter in the pond. <br /> <br />(10) Suitable access must be provided for maintenance of ponds and sediment traps. <br /> <br />(e) Erosion prevention techniques, as referenced in the City of Austin Drainage Criteria <br />Manual and the City of Austin Environmental Criteria Manual Erosion and Sediment Control <br />Guidelines for Developing Areas in Texas, will be utilized to attain ebtaffi drainage <br />objectives for channelization and overland flow. <br /> <br />(f) The report and plan for erosion control and restoration measures shall comply with the <br />City of Austin Drainage Criteria Manual and the City of Austin Environmental Criteria <br />Manual. soil conservation service manual titled "Erosion and Sediment Control Guidelines <br />for Developing f~reas in Texas." <br /> <br />(g) The director of eity engineering may require modification of modify the approved erosion <br />control and construction sequencing plans upon written notice 48 hours in advance to the <br />holder of a site development permit when new information reveals a latent condition or <br />evidence that there was a serious deficiency in the approved plan which makes the controls <br />and sequencing approved inadequate because of the new information. The holder of the site <br />development permit shall have the right to appeal the decision to require modification of <br />modify the approved erosion control and construction sequencing plans to the director of eity <br />engineeri.!!g; provided, however, that all work being done pursuant to the site development <br />permit that is related to the required modification shall cease for the duration of the appeal. <br />If dissatisfied with the decision of the director of eity engineering, the holder may appeal the <br />decision to the city manager; further appeals shall be made to the city council; provided, <br />C:\TEMP\Drainage Interim Amendments.doc 6 <br />
