'-'JU Appllr.:uttun 1'>..11

PROJECT NARRATIVE AND SUMMARY

Problem Statement and Data:

Currently, no standard curriculum or documented State- or Federal-funded
training programs exist that specifically address the police response to acts of
violence (http://bjatraining.aspensys .com! search. asp). Therefore, training
programs for law enforcement officers across Texas are sporadic and
inconsistent.

Goal Statement:
To provide high-quality, dynamic first responder training classes utilizing
"force-on-force" training techniques to over 600 law enforcement officers in
various geographic areas of the State.

Tar et GrOll :
The target groups are all law enforcement officers throughout Texas who are
responsible for responding to active shooters, homicidal/suicidal terrorists,
and other homicide-in-progress types of situations. School Resource
Officers, school campus police officers, and other law enforcement officers
who routinely work in similar environments are primary target groups.
Priority for training is for officers from small to medium sized agencies who
are least likely to be able to afford training and/or incapable of providing this
training in-house.
