<br />THE CITY OF <br />SAN MARCOS <br /> <br /> <br />MEMORANDUM <br /> <br />TO: Janis Womack, City Secretary <br /> <br />FROM: Ron Patterson, AlA, AICP, Director of Planning and Development Services <br />Jon James, AICP, Chief Planner <br /> <br />DATE: October 1,2001 <br /> <br />SUBJECT: Department of Justice Requirement for the Berry Tract Annexation <br /> <br />The City of San Marcos has begun the process of annexing 15.31 acres of land along Post Road <br />adjacent to and northwest of the existing city limits. This memo addresses the voting rights <br />compliance issues needed for the Department of Justice. <br /> <br />Existing Development & Population <br />Existing development on this site consists of one single-family home with two inhabitants. Both <br />existing residents are white and english-speaking. <br /> <br />Future Development & Population <br />This tract is planned for high density residential development at approximately 18 dwelling units <br />per acre. At this density full build-out of the area is expected to include 275 apartment units. <br />This results in an estimated build-out population of 583 persons using the City's existing 2.12 <br />persons per household for renter-occupied units. I <br /> <br />The attached tables show the racial makeup of the annexation area, both current and at expected <br />buildout. Each table is also provided for total population and voting age population. The <br />changes to the racial makeup of the City as a result of the annexation are almost non-existent <br />currently and are very slight at full buildout of the area. <br /> <br />Based on this analysis, no negative impact to racial or language minority groups is anticipated <br />due to this annexation. <br /> <br />I U.S, Census Bureau, 2000 Census of Population and Housing <br />
