(6) Any taxing unit as defined under Section 1.04 (12) of the Texas Tax Code <br />for construction projects having a permitted value of $3,000.00 or less. <br />(c) Residential Home Improvement Exemntion. A person making repairs or <br />improvements to a residential dwelling requirine the issuance of a permit by the city is <br />exempt from the pavment of all applicable fees imposed under this chanter if: <br />(1) such person owns and occupies the residential dwelline: <br />(3) the residential dwelling is desisnated as such person's homestead by the <br />County Appraisal District having iurisdiction. and <br />(4) such person, rather than another third party or contractor, directly <br />performs all work on the repairs or improvements requirinE the issuance <br />of a permit by the city. <br />This subsection (c) will expire on December 31, 2011. <br />SECTION 2. The amendment adopted hereby shall be reviewed by the City Council on <br />or before September 30, 2011 and on or before December 31, 2011 to determine its effectiveness <br />in encouraging residents to repair and improve their homes and whether the expiration date <br />stated in the amendment should be extended. <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in force if they can be given effect without the invalid portion. <br />SECTION 4. All ordinances and resolutions or parts of ordinances or resolutions in <br />conflict with this Ordinance are repealed. <br />SECTION 5.
