and to obtain information relative to any future roadway improvements that may impact the Project.

1.2.8 Coordinate permitting requirements with TxDOT for the utility work to determine the project
schedule and cost impact.

1.2.9 Define land acquisition, permanent, and temporary construction easements required for the
lift station and pipelines. If required and at the request of the City, the Engineer will prepare metes
and bounds descriptions as an additional service.

1.2.10 Discuss lift station requirements, SCADA requirements and preferences with the City.

1.2.11 Perform preliminary engineering analysis to confirm suitability of the proposed upstream and
existing downstream gravity mains to handle projected flows. The Engineer will obtain definition
of proposed gravity influent line sizes and elevations with assistance from the City and will perform
preliminary lift station hydraulics.

1.2.12 Establish the scope of geotechnical investigation required to establish parameters for design
of the lift station and pipelines. The Engineer will contract with a geotechnical subconsultant to
obtain geotechnical information required for the Project.

1.2.13 Establish the scope of field survey work necessary to collect information required for design
of the lift station and pipelines and contract with a survey subconsultant to obtain field survey data
required for the Project.

1.2.14 Perform environmental field investigation along the proposed river crossing and lift station
site to identify critical environmental features and potential regulatory issues, and to make
recommendation on any necessary mitigation during construction. The investigation will focus
primarily on water quality, karst, and biological issues. The Engineer will incorporate the results of
the investigation into the preliminary engineering letter report. The Engineer anticipates that Project
construction can be performed under a Nationwide Permit and that only a Stormwater Pollution
Prevention Plan will be required which will be prepared by the Engineer during Phase 2 of the
Agreement.

1.2.15 Based on preliminary sizing and flow projections, evaluate potential for odor problems at the
lift station and force main.

1.2.16 Prepare an engineer's opinion of probable construction cost.

1.2.17 Prepare a preliminary engineering letter report documenting investigations,
recommendations, design and opinion of probable construction cost, and submit four copies to the
City for review and comment. This report will include the preliminary site plan and preliminary
hydraulic calculations for the lift station, a schematic layout for the pipelines identifying anticipated
easement requirements, and guide specifications defining materials of construction and design
criteria to be used for the Project.

3
