for submittal to the Texas Commission on Environmental Quality ("TCEQ"). 1.3.10 Prepare and submit four sets of plans and technical specifications for the City's review and comment at the 50% and 90% progress levels. The Engineer will submit review documents as full size blueline drawings. The Engineer will incorporate review comments and prepare a revised set of plans and specifications at each level. 1.3.11 Prepare an engineering letter report documenting investigations, recommendations, design and opinion of probable construction cost, and estimated construction schedule and submit four draft copies to the City and the required number of copies to the TCEQ for review and comment. 1.3.12 Incorporate City and TCEQ comments and finalize documents. 1.3.13 Submit four copies of the Final Engineering Letter Report to the City. 1.3.14 Assist the City in connection with the City's responsibility for filing documents required for the approval of governmental authorities having jurisdiction over the Project. 1.3.15 Provide information to the City for the City's preparation of front end construction contract documents and prepare technical specifications (combination of the City of Austin, the Engineer's and applicable City specifications) based on the approved design development documents and any further adjustments authorized by the City in the scope, quality or budget of the Project. These contract documents will include detailed plans and technical specifications required for the Project to be accurately bid and efficiently constructed. The Engineer will use its best professional judgment to create documents that comply with applicable construction and development codes, local regulations and ordinances and other federal and state regulations which are known or which should reasonably be known to the Engineer. 1.3.16 Ensure that no reports, maps, or other documents produced in whole or in part under this Agreement shall be the subject of an application for copyright by or on behalf of the Engineer. 1.4 PHASE 3 - BIDDING AND CONSTRUCTION ADMINISTRATION The Construction phase of this Project will commence with the award of the construction contract and will terminate when the Project is accepted by the City. The Engineer will: Bidding 1.4.1 Be responsible for the printing and binding of 25 sets of bid documents at no additional cost to the City. 1.4.2 Assist the City in the distribution of the bid documents to prospective bidders and to plan rooms and the issuance of up to one addendum (if any) following the City's prior approval. Actual bid document distribution and maintenance of plan holder's list will be performed by the City. 5
