<br />preserving the functionality of the model for analysis. This model is in TransCAD software. <br /> <br />1.5.2 - San Marcos Travel Demand Model. Build a San Marcos Travel Demand Model <br />for the San Marcos area using TransCAD software. The Consultant will also develop T AZs <br />in GeoMedia compatible format with sufficient detail to allow for neighborhood trip <br />generation analysis. The Consultant will review land use assumptions in the San Marcos <br />Horizon Plan and Sector Plans; identify special traffic generators; and will compare existing <br />plans and existing land uses. The Consultant will code a detailed network from GIS that <br />will include freeway frontage roads, ramps, major arterials, minor arterials, and collector <br />streets. The two travel demand models will function as one system (Sections 1.5.1 and <br />1.5.2). The Consultant will input results from the Super-Regional model directly into the <br />San Marcos model. The Consultant will calibrate both models using the latest available <br />travel survey trip rates and trip length frequency distributions, and will validate both models <br />to traffic counts according to standard practice. The Consultant will develop the model <br />using the socioeconomic data provided by the City by T AZ (population and employment <br />forecasts) for the base scenario (2002), five-year (2007), ten-year (2012), and twenty-five <br />year (2027) time periods. The Consultant will evaluate a No-Build (Existing plus <br />Committed) condition and three networks containing a mixture of improvement alternatives <br />to aid in the Master Plan development process and evaluation matrix. <br /> <br />1.5.3 - Corridor Analysis. Conduct a detailed study of traffic operations in critical locations <br />to determine solutions to existing and projected traffic problems. The Consultant will <br />evaluate traffic operations in more detail at critical locations along up to four corridors <br />totaling 25 signalized intersections using microsimulation models. The T AC and City staff <br />will select the corridors to be evaluated during this effort after the first round of public <br />meetings. The Consultant will evaluate traffic operations at recurring congestion locations <br />will to determine short-term improvement solutions (such as traffic signal timing <br />modifications, intersection geometric improvements, etc.). The Consultant will include in <br />this analysis a Synchro evaluation of arterial roadways to develop improved traffic signal <br />timings and a CORSIM evaluation of critical corridors/intersections to evaluate impacts of <br />proposed geometric improvements. <br /> <br />1.5.4 - TransCAD Traininq Sessions. Provide the City with a description of the macros <br />developed by the Consultant to simplify the modeling system. A training session on the <br />use of the TransCAD modeling system will not be provided by the Consultant. <br /> <br />1.5.5 - Deliverables (hard copy and electronic formats).
