<br />1.6.1 - Identification of Goals and Objectives. Identify the vision, goals, and objectives for <br />the City's TMP for the 25 year horizon utilizing the extensive input of the T AC, SHC, and <br />participation of the public during the first public meeting. <br /> <br />1.6.2 - Review of CIP Projects and Policies. Review CIP projects, City issues and <br />thoroughfare plan policies to include a review of current plans and policies to develop an <br />initial list of roadway improvement projects and transportation related issues of concern to <br />local citizens. The Consultant will compare already proposed improvements in these <br />documents to existing conditions, and against the projected conditions from the travel <br />demand models. The Consultant will also identify issues regarding intersections and <br />corridor basis, considering the following issues: pedestrian access, bike lanes, <br />downtown/commuter/student parking, park-and-ride lots, transit facilities/routes, protection <br />of the environment and city beautification. Using City staff and stakeholder input, and the <br />results of all data collection and analysis, and travel model results, the Consultant will <br />make recommendations for policies to be incorporated into the City's TMP. The <br />Consultant will address all travel modes, ensuring that the TMP will address the needs of <br />all citizens and visitors to San Marcos. <br /> <br />1.6.3 - Identification of Mobility Improvements. Identify and model mobility and access <br />improvements to determine their impact in improving the future transportation system. <br />Investigate roadway segments identified with a decreasing quality of LOS to determine if <br />the deficiencies are caused by geometric constraints. The Consultant will include all <br />modes of transportation including vehicular, pedestrian, transit and bicycle in all proposed <br />projects/alternatives. The Consultant will investigate the Transportation System <br />Management ("TSM") and Travel Demand Management ("TDM") measures, with TSM <br />measures tested for suitability during the Corridor Analysis in Section 1.5.3. <br /> <br />1.6.4 - Traffic Calminq. Recommend and prepare up to ten policy statements for <br />implementing traffic calming measures on city streets. The statements may include <br />identification of where measures can be applied and the process requests must follow to <br />implement traffic calming measures. This task will not include development of a "toolbox" <br />of approaches. The results of this task will be included in the Design Manual identified in <br />Section 1.7. <br /> <br />1.6.5 - Bicycle and Pedestrian Master Plan. Prepare a bicycle and pedestrian plan to guide <br />the future allocation of local resources to address the needs of bicyclists and pedestrians <br />for mobility and safety within the community. The following tasks are proposed to develop <br />the plan in concert with City staff and local advocates and user groups: <br /> <br />A. Bicycle and Pedestrian Advisory Committee (BPAC). Work with City staff to <br />identify and form a BPAC to solicit input on community needs and review ongoing <br />efforts. Provide materials and input for regular briefing of BPAC by the City and <br />meet with the BPAC three times during the course of the study.
