<br />B. Goals and Objectives. Based on guidance from the BPAC, local agency staff <br />and suggestions from user groups, the Consultant will establish goals for the San <br />Marcos urbanized area to make it a better and safer place to walk and ride bicycles; <br /> <br />C. Review Existinq Conditions. Review previous studies and reports. Inventory <br />and assess existing bicycling and walking facilities for connectivity and condition. <br />Identify significant walking and bicycling origins and destinations and barriers to <br />access or connectivity. Identify current facility development practice. Review <br />available bikeway and walkway corridors; <br /> <br />D. Develop Bicyclinq Network. Develop an integrated network of on-street and off- <br />street bicycling facilities and amenities that address the need of bicycle commuters <br />(utilitarian) and casual riders (sport and recreation); <br /> <br />E. Develop Pedestrian Network. Develop a network of pedestrian facilities, <br />including hike & bike trails and sidewalks, to serve the recreation and mobility needs <br />of pedestrians. Develop or enhance sidewalk development guidelines, as needed; <br /> <br />F. Implementation Plan. Prepare recommendations for a bicycle/pedestrian <br />program of policies and actions. Prepare an itemized list of needed facilities, their <br />estimated costs, and initial prioritization for both the bicycle element and pedestrian <br />element. The Consultant will calculate a compatibility index for the candidate routes <br />identified in the implementation plan. Identify sources of funding for bicycle and <br />pedestrian projects; <br /> <br />G. Case Study. Prepare a case study on one potential improvement location to <br />provide an example of a detailed examination of needs and potentials and the <br />utilization of available resources. The case study will develop a conceptual plan of <br />implementation and will not include detailed design plans or schematic design at a <br />level suitable for nomination to TxDOT for transportation enhancement funding; <br />and, <br /> <br />H. Documentation. In conjunction with the other elements of the study, the <br />Consultant will present the development of the non-motorized transportation plan. <br />The Bicycle and Pedestrian Plan is envisioned as a chapter of the Transportation <br />Master Plan and will include separate maps/recommendations for the bicycle <br />component and the pedestrian component. <br /> <br />1.6.6 - Preliminary Cost Estimates. Develop preliminary cost estimates for each <br />improvement alternative based on functional classification and unit costs from TxDOT's <br />average construction bids. The Consultant will determine preliminary right-of-way ("ROW") <br />costs for all alternatives based upon existing data from local governmental agencies, and <br />other studies using an average ROW cost for the region. The cost estimates will be order- <br />of-magnitude construction cost estimates, not detailed cost estimates based on schematic <br />design. <br /> <br />8 <br /> <br />TRANSPORTATION MASTERPLAN K <br />
