<br />1.6.7 - Social, Economic and Environmental Impacts. Given that metropolitan planning <br />regulations call for the integration of social, economic and environmental considerations <br />in the selection of transportation alternatives, the Consultant will perform a "fatal-flaw" <br />evaluation, with particular focus paid to the traditional "hot-topics" that can identify <br />meaningful differences between alternatives. This evaluation will be limited to existing data <br />provided by the City. The Consultant will identify environmental constraints through the <br />use of available mapping and aerials, land use inventories, field investigations and the <br />Consultant's local knowledge of the area. <br /> <br />1.6.8 - Prioritization of Improvements. Using the information generated in Sections 1.5 and <br />1.6, the Consultant will provide important information regarding the prioritization of <br />proposed improvements. The analysis will provide policies, a clear systematic evaluation <br />of each scenario, and a recommended ranking order for the alternative scenarios to be <br />included in the report. The Consultant will use this ranking order to prioritize <br />implementation in the short-term (present to year 2007), intermediate range (2007 to 2012) <br />and long-range (2012 to 2027) horizons, based on demand and feasibility. The <br />prioritization will also include identification of the agency or agencies responsible for <br />implementation as well as an order-of-magnitude construction cost estimate (from Section <br />1.6.6). <br /> <br />1.6.9 - Draft and Final Reports. Prepare and present for approval a draft report <br />documenting the methodology findings, and recommendations for the study effort. After <br />receiving comments from the City, the TAC, the City Council, and Planning and Zoning <br />Commission, a Final Transportation Master Plan Report will be prepared. <br /> <br />1.6.10 Deliverables (hard copy and electronic formats ). Submit draft versions of sections <br />of the Transportation Master Plan to the Technical Advisory Committee electronically in <br />pdf and MS Word format throughout the project as they are completed. These interim <br />reports correspond with final report chapters, which will include the following: <br /> <br />· Introduction, Data Collection and Existing Transportation Conditions (see Section 1.4 <br />Deliverables ); <br />· Existing and Future Planning Characteristics (see Task 4 Deliverables); <br />· Development of Transportation Models (see Task 4 Deliverables); <br />· Development/Evaluation of Alternative Improvements; <br />· Bicycle and Pedestrian Master Plan; <br />· Recommended Transportation Plan; and, <br />· Implementation Program. <br /> <br />The Consultant will produce Maps as part of the Transportation Master Plan document, <br />including a Bicycle Plan Map, Pedestrian Plan Map, Thoroughfare Plan Map, and <br />Transportation Plan Map. Near the end of the project, the Consultant will submit 15 copies <br />of the Draft Transportation Master Plan and 30 copies of the Draft Transportation Master <br />Plan Executive Summary to the City, the T AC, and the SHC for review.
