<br />2. To enable CAPCO to report to the Legislature and promote the continuation of pass-through <br />grant funding; and <br /> <br />3. To administer an efficient and effective, region-wide, pass-through (subgrantee) assistance <br />grants program and/or, where authorized by CAPCO in accordance with Article 5 of this <br />Attachment, to conduct various CAPCO - managed projects. <br /> <br />(c). The specific purposes of this grant Contract, to implement paragraph (b) above are: <br /> <br />Funds will be used to continue the Central Texas Household Hazardous Waste <br />Program. A central coordinating staff will organize and conduct 5 one-day events <br />throughout the southern portion of the CAPCO region. <br /> <br />Article 4: <br /> <br />Elhdble Entities <br /> <br />(a). Only those local and regional political subdivisions located within the State of Texas as listed <br />below are eligible to receive funding from CAPCO as a pass-through grant: <br /> <br />1. Cities; <br />2. Counties; <br />3. Public schools and school districts (does not include Universities or post secondary <br />educational institutions); and <br />4. Other general and special law districts created in accordance with state law, and with the <br />authority and responsibility for water quality protection or municipal solid waste <br />management, to include river authorities. <br /> <br />(b). Local and regional political subdivisions that are subject to the payment of state solid waste <br />disposal fees and whose fee payments are in arrears, as determined by CAPCO, are not eligible to <br />receive pass-through grant funding from CAPCO. CAPCO shall allow a potential pass-through <br />grant applicant that is listed as being in arrears in its fee payments the opportunity to provide <br />documentation of payment of the fees owed the state. If the potential applicant provides CAPCO <br />with documentation of payment of the fees, such as a canceled check or receipt from the state, <br />CAPCO may consider that applicant to be eligible to receive pass-through grant funding under <br />this Contract. <br /> <br />Article 5: <br /> <br />Implementation Project Cate20ries <br /> <br />The standards and requirements set forth in this Article shall apply to all implementation projects funded <br />under this Agreement. CAPCO shall be responsible for ensuring that the implementation projects funded <br />under this Agreement comply with the standards set forth in this Article. <br /> <br />CAPCO FY2003 Solid Waste Interlocal Contract <br />
