of data and information the Engineer needs to perform its services, and the Engineer will meet with
City representatives at mutually convenient times to assemble this data and information.

1.1. 7 Assemble a Project team comprised of the City's representatives and the Engineer's
representatives. The Engineer will meet with the Project team to set the design and production
schedule and parameters for all subsequent work, to verify the components within which all Project
participants must perform, and to identify all parties and significant deadlines involved in the
comprehensive schedule strategy. Based on this information, the Engineer will prepare a detailed
schedule of its work for the Project addressing each component of the work to be done, indicating
the points of involvement of all project participants. The Engineer will conduct weekly progress
meetings between the Project team and the Contractor once the construction contract is executed.

1.2 TASK 1- SURFACE WATER TREATMENT PLANT RE- RATING EVALUATION

The Engineer will:

1.2.1 Meet with the City and GBRA to identify any known "bottlenecks" or limitations in the
surface water treatment plant treatment process or operations.

1.2.2 Evaluate the significance of any identified process "bottlenecks" including algae build up on
the tube settlers and the use of chlorine dioxide.

1.2.3 Review and evaluate data obtained from previous re-rating study.

1.2.4 Evaluate process loadings at 9 MGD and/or other potential capacities and compare with
TCEQ (formerly TNRCC) and other recognized criteria.

1.2.5 Perform a hydraulic evaluation ofthe plant to determine the hydraulic capacity and identify
hydraulic limitations.

1.2.6 Prepare a disinfection CT evaluation for the requested re-rated capacity.

1.2.7 Determine the capacity the plant can support without any improvements and identify
improvements necessary for additional re-rating with a goal to reach at least 9 MGD with as few
improvements as possible.

1.2.8 Prepare five (5) copies of a draft Re-rating Study for review by the City.

1.2.9 After receiving comments from the City, prepare ten (10) copies of a final report to be
submitted to TCEQ to support a plant capacity up rating request. Meet with TCEQ to review the
request.

1.2.10 Conduct (4) meeting/site visits with City staff and TCEQ as follows:

AlanPlummer. wpd

2
