Contact the City for additional information on the Uniform Act. <br /> <br />2. Generally, RLF Loan Program requests may include engineering activities. If the project requires <br />funding for engineering, provide: <br /> <br />a. Description of services and related costs; and <br /> <br />b. Name of the individual or firm who prepared the justification and the date of preparation <br />(must be prepared by a Texas-registered public engineer if funded by the RLF). <br />NOTE: Engineering must meet the requirements of the Texas Engineering Practice Act. <br />Procurement of engineering services (funded by RLF) must be accomplished in accordance with <br />certain state laws and OMB Circular NO.1 02. Contact the City for additional information on these <br />requirements. <br /> <br />3. Generally, RLF Loan Program requests may include infrastructure activities. If the project requires <br />funds for public infrastructure, provide: <br /> <br />a. Quantity and size of improvements (for example, total linear feet, diameter, capacity); <br />b. Material costs; <br />c. Labor costs and a statement indicating whether Davis-Bacon wage rates will apply to the <br />project; <br />d. Statement indicating that the proposed improvements are the minimum necessary to <br />support the specific business named in the application; and <br />e. Name of the individual or firm who prepared the justification and the date of preparation <br />(must be prepared by a Texas-registered public engineer). <br /> <br />4. If the project requires funds for building construction (and/or rehabilitation), provide: <br /> <br />a. Size of building and specifications; <br />b. Material costs; <br />c. Labor costs and a statement indicating whether Davis-Bacon wage rates will apply to the <br />project; <br />NOTE: Labor costs may activate the Davis-Bacon Act. Contact the City for additional <br />information on the Davis-Bacon Act. <br />d. Architectural costs; and <br />e. Name of the architect, engineer or contractor who prepared the justification and the date of <br />preparation. <br /> <br />5. If the project requires funds for machinery and equipment, provide: <br /> <br />a. Type and description of equipment; <br />b. Itemized price list per piece of equipment (include independent, 3rd party source informatior <br />from a supplier, a catalog, etc.); and <br />c. Labor costs. <br />NOTE: These costs may activate the Davis-Bacon Act. Contact the City for additional <br />information on the Davis-Bacon Act. (A 3rd party valuation/appraisal may be required) <br /> <br />6. If the project requires funds for working capital, provide: <br /> <br />a. Description of the inventory and dollar amount per item (include independent, 3rd party <br />source information from a supplier a catalog, etc.); and <br />b. Employee salaries; <br />NOTE: Principal's salaries must be excluded from funding by the RLF; however, other <br />funds may be allocated to the principal's salaries. <br />c. Operational costs (i.e., rent, insurance payments, and utilities); and <br />
