Outside representation <br /> <br />SOURCES AND USES OF FUNDS <br /> <br />INSTRUCTIONS The Sources and Uses of Funds Form displays the total budget for all proposed <br />activities and provides the total expenditures for the RLF contract period <br /> <br />1-6. Self Explanatory <br /> <br />7. List funds for any use not already explained in 1-6. <br /> <br />8. The City's costs for administration of this project (City use only) <br /> <br />9. Total each column both vertically and horizontally <br /> <br />NOTE: At a minimum, review the program requirements for the following items: leverage requirements, <br />equity requirements, eligible uses of funds, ineligible uses of funds, selection criteria/scoring (under section <br />procedures), and environmental clearance. <br /> <br />NOTE: Funds and costs, as outlined on the Sources and Uses of Funds Form, may not be spent or incurred <br />prior to a contract award date from the City. <br /> <br />BUDGET JUSTIFICA TIONS <br /> <br />Revolving Loan Program projects must include detailed information of ALL COSTS LISTED ON THE <br />SOURCES AND USES OF FUNDS FORM. Funds must be delineated by source and use. This must <br />include all major parts of the project, such as land/building acquisition, construction/rehabilitation, <br />machinery/equipment, working capital and administration. Source information must include which entity is <br />paying/providing funding for these activities. All budqet justifications and opinion letters must be dated <br />within 6 months of the submission of the application and all appraisals must be dated within 12 months of <br />the submission of the application. Please refer to the Equity Definition section under "Proqram <br />Requirements" pertaininq to substantiatinq the value of all previously expended equity injections. Provide <br />the followinq documentation to substantiate all remaininq project costs as outlined on the Sources and Uses <br />of Funds Form (which will be incurred/expended upon receipt of a RLF contract award and upon an <br />environmental clearance from the RLF proqram). <br /> <br />1. If the project requires funds for land and/or building or if real estate is being contributed, provide a <br />county tax appraisal. Include the name of the current owner and the legal description of the real <br />estate if purchased with Revolving Loan Funds. <br /> <br />NOTE: If the land/building acquisition is funded by the RLF or if it used as collateral for the RLF <br />loan, normal loan documentation [such as survey, a title policy, an appraisal by a Member Appraisal <br />Institute appraiser (MAl) or a Senior Real Estate Analyst (SREA) or a Senior Real Property <br />Appraiser (SRPA)] will be required as a condition of the RLF loan before any RLF funds can be <br />drawn. Acceptance of all appraisals and valuations are subject to satisfactory review by the City of <br />San Marcos. <br /> <br />NOTE: The acquisition of any real property associated with a RLF-funded project must follow the <br />requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of <br />
