• 18.Consider adoption of Ordinance 2011 -29. on emergencv. amending section 2.351 of the <br />San Marcos Citv Code chan%Lng the composition of the Convention and Visitor Bureau <br />Advisory Board to provide for a designated representative of Centro Cultural Hispano <br />de San Marcos to serve on such board: providing a savings clause: providin for the <br />repeal of anv conflicting provisions: declaring an emergencv and providing an effective <br />date. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council <br />Member Thomason, the City Council voted (6) for and (0) opposed, Council Member Prather <br />was not present, to approve Ordinance 2011 -29, on the first of two readings, amending <br />section 2.351 of the San Marcos City Code changing the composition of the Convention and <br />Visitor Bureau Advisory Board, as previously captioned. The motion carried. <br />19.Consider appointments to the following Boards and Commissions vacancies: <br />A. Arts Commission — Clay DeStefano and Charlotte Wattigny <br />B. Convention and Visitor Bureau — awaiting the second reading of Ordinance 2011 -29 and <br />recommendations from El Centro Cultural Hispano de San Marcos. <br />C. Ethics Review Commission — Betty Piland <br />D. Library Advisory Board — Shawn Blakeley <br />E. Neighborhood Commission — Sector 4: Rodrigo Amaya; Sector 6: Joe A. Gonzales Sector <br />8: awaiting applicants /recommendations. <br />F. Planning and Zoning Commission — Carter John Morris <br />20.Receive a report from Citv Staff on the effects of extended bar service hours and <br />provide direction to staff. <br />Police Chief Howard Williams provided an update to the City Council regarding the <br />extended bar hours. The conclusions that he provided were as follows: Extended hours for <br />the sale of alcoholic beverages seem to have had little effect citywide, except for increases in <br />arrests for driving while intoxicated and a decrease in loud noise calls. Downtown, however, <br />has seen an increase in activity directly attributable to extended bar close hours. The <br />downtown problems are manageable, and steps are being taken to alleviate the crowding and <br />the uncontrolled public consumption of alcohol that contributes most to the problems. It was <br />recommended that the Task Force urge the community, the City Council, and the Police <br />Department to study ways to decrease the number of intoxicated drivers on the public streets <br />and highways. <br />City Council provided direction to staff to bring back a discussion item regarding the <br />implementation of a comprehensive & downtown transportation system, and to work with the <br />Downtown Association and downtown business owners regarding the reason they did not <br />want to support the bus system downtown program last time, and to reach out to the <br />University for information on SWAT. <br />21.Receive an update from Citv Staff on the Downtown Parking District planning, <br />implementation timeline, possible funding mechanisms and coordination with Lone <br />Star Rail District and Hays Countv, discussion and direction to staff. <br />
