The City Council recognizes several factors that indicate the need for the formation of an ongoing <br />advisory board that focuses on transportation issues, including: <br /> <br />A. The Bond Oversight Committee has dealt with a number of transportation issues that are <br />ongoing and long-term in nature. <br /> <br />B. A major emphasis is placed on transportation issues in the San Marcos Horizons Master Plan. <br /> <br />C. The City has scheduled the preparation of a transportation master plan in the near future. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />SECTION 1. Chapter 2, Article 3 of the City Code is amended by adding a new Division <br />18 to read as follows: <br /> <br />DIVISION 18. TRANSPORTATION ADVISORY BOARD <br /> <br />Sec. 2.364. Established; appointment; terms. <br /> <br />(a) A transportation advisory board is established. The board is composed of seven regular <br />members, all of whom must be residents ofthe city. <br /> <br />(b) Members of the board are appointed by the city council for staggered terms of three years and <br />until their successors are appointed and qualified. <br /> <br />(c) The chair and vice-chair of the planning and zoning commission are ex -officio nonvoting <br />members of the board. <br /> <br />Sec. 2.365. Powers and duties. <br /> <br />(a) The transportation advisory board may adopt rules and regulations to govern its actions, <br />subject to the general laws of the state and to city ordinances and resolutions. <br /> <br />1 <br />
