<br />(b) The board acts in an advisory capacity to the city council, other city boards and boards, and <br />the city manager on matters involving transportation in the San Marcos community. City boards <br />and commissions and the city manager are encouraged to consult with the board, and the board <br />will make recommendations, regarding the following: <br /> <br />(1) Transportation projects related to the transportation element of the San Marcos Horizons <br />city master plan; <br /> <br />(2) Transportation projects considered for funding with bonds or certificates of obligation; <br /> <br />(3) Transportation projects in connection with the city's capital improvements programs; <br />and <br /> <br />(4) Transportation projects planned or implemented by the state that affect the City. <br /> <br />(c) The board will also: <br /> <br />(1) provide advice to the planning and zoning commission and city council on revisions to <br />the transportation element of the San Marcos Horizons city master plan; <br /> <br />(2) provide advice to the planning director, the planning and zoning commission and the city <br />council on street dedication and design requirements and standards; and <br /> <br />(3) provide advice to the engineering director on the city's technical design standards for <br />streets. <br /> <br />(4) solicit input from the community on transportation needs and concerns, and conduct at <br />least two meetings per year for the purpose of receiving comments from the public on <br />transportation issues. <br /> <br />SECTION 2. Initial appointees to the Transportation Advisory Board will determine their <br />terms of office by drawing lots. Subsequent appointments to the Board, other than to fill vacancies, <br />will be for full three-year terms. <br /> <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 4. All ordinances and resolution or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br /> <br />SECTION 5. This Ordinance will take effect 10 days after the date of its final passage, and <br />the City Secretary will publish notice of its adoption in a newspaper of general circulation in the <br /> <br />2 <br />
