Prather and seconded by Council Member Scott, the City Council voted (3) for and (4) opposed, <br />Council Members Terry, Thomason, Jones and Mayor Guerrero, to cease discussion and vote on <br />the motion. The motion failed. AMENDMENT: the City Council voted (2) for and (5) opposed, <br />Council Members Terry, Thomason, Porterfield, Jones and Mayor Guerrero, to amend the <br />proposed Ordinance in Section 1 (4) (a) The Veteran, spouse and military service member must be <br />the applicant and the primary account holder at the time the account is established. This waiver is <br />not applicable for dependants. (b) The Veteran must provide an official United States Department <br />of Defense Identification document or official discharge documents i.e. DD Form 214, and also <br />eliminating the exception for veterans who are delinquent two times in 12 months or who have <br />outstanding utility accounts. The motion failed MAIN MOTION: The City Council voted (6) for <br />and (1) opposed, Council Member Scott, to adopt Ordinance 2011 -34, on the second of two <br />readings, as previously captioned. The motion carried. <br />(10) MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Scott, the City Council voted (6) for and (1) opposed, Council Member Porterfield, to approve the <br />alternate version of Ordinance 2011 -33, as previously captioned. The motion carried. <br />(11) MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Prather the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -36, as <br />previously captioned. The motion carried unanimously. <br />(12) MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Porterfield the City Council voted (7) for and (0) opposed, to approve Resolution 2011 - <br />91R, as previously captioned. The motion carried unanimously. <br />(14) MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott the City Council voted (7) for and (0) opposed, to approve Resolution 2011 -93R, as <br />previously captioned. The motion carried unanimously. <br />PUBLIC HEARINGS <br />17.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or as ainst Ordinance 2011 -37 amending the Official Zoning Man of the Citv by rezonin 433 <br />acres, more or less, of land out of the William Ward Survev No. 3, the J.W. Williams Survev <br />No. 11 and a portion of the Blanco Vista Subdivision located at Blanco Vista Boulevard and <br />Trail Ridge Pass from "MU" Mixed Use District to "PDD" Planned Development District <br />with base zoning of "MU" Mixed Use District: approving Planned Development District <br />standards for the Blanco Vista Subdivision PDD; includin& procedural provisions; and <br />providing for penalties; and consider adoption of Ordinance 2011 -37 on the first of two <br />readings. <br />Following a brief staff presentation Mayor Guerrero opened the Public Hearing at approximately <br />7:11 p.m. <br />Ed Theriot, ETR Development 401 Dryden Lane, Buda, Texas, stated that he believed the PDD <br />will improve the compliance with the sector plan, and believed they have a document that they <br />needed to move forward. He asked Council for positive consideration. <br />
