<br />57. <br /> <br />RESOLUTION 2001 - 109 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, IN SUPPORT OF THE GUADALUPE-BLANCO RIVER <br />AUTHORITY'S REQUEST TO THE TEXAS NATURAL RESOURCE <br />CONSERVATION COMMISSION TO AMEND CANYON PERMIT <br />CERTIFICATE OF ADJUDICATION NO. 18-2074 AND URGING <br />IMMEDIATE ISSUANCE OF THE PERMIT AMENDMENT; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. The members of the City Council of the City of San Marcos are duly-elected <br />to represent the citizens of the City of San Marcos (the "City"). <br /> <br />2. The management and protection of natural resources, including water <br />resources, are of vital importance to the citizens of the City. <br /> <br />3. The Guadalupe River Basin and region are experiencing dynamic growth and <br />increased demands for water. <br /> <br />4. Portions of the Basin rely on the Trinity Groundwater Aquifer, the Edwards <br />Aquifer, the Guadalupe River and Canyon Reservoir as sources of water. <br /> <br />5. The Edwards and Trinity aquifers have limited water supplies and have, in <br />recent years, been unable to fully meet the increased demands of a growing population. <br /> <br />6. The Guadalupe-Blanco River Authority ("GBRA") is a state agency, mandated <br />to develop, conserve and protect the water resources of the Guadalupe River Basin. <br /> <br />7. Canyon Reservoir is the only firm yield water storage and supply structure <br />in the 21 % county Region L water planning area. <br /> <br />8. Canyon Reservoir was constructed as a multipurpose reservoir to provide <br />flood control and water supply benefits to this Basin. <br /> <br />9. The permit amendment requested by GBRA and the additional water it will <br />provide are key components of the Region L and proposed State Water Plan. <br /> <br />10. GBRA was the local sponsor for the construction of Canyon Reservoir and <br />holds a state water right permit to store water in the Reservoir and deliver up to an average <br />of 50,000 acre feet of water annually to municipal, industrial and agricultural customer of <br />GBRA. <br /> <br />11. In 1997, GBRA applied to the Texas Natural Resource Conservation <br />Commission ("TNRCC") to amend this permit and increase the authorized annual amount <br />
