This request is based on numerous hydrologic studies since the 1960's by <br />GBRA engineers, the TNRCC staff and the staff of the TWDB confirming Canyon <br />Reservoir's ability to deliver more water without negatively affecting senior water rights, <br />environmental flows, or having significant long-term impacts on the level of the lake. <br /> <br />13. Canyon Reservoir's increased supply is critical to sustaining human life. <br /> <br />14. This same increased supply is needed now to prevent over pumping of area <br />aquifers, including the Edwards and Trinity Aquifers. <br /> <br />15. This amendment provides the source for several vital regional water supply <br />projects that will benefit numerous entities including the cities of Kerrville, Boerne, Fair <br />Oaks Ranch, Bulverde, New Braunfels, San Marcos, Victoria, Kyle, Buda and the Comal <br />ISD. <br />16. The effect on Canyon Lake will be minimal in that TNRCC's additional instead <br />flow requirements that will be part of the new permit amendment will actually increase flows <br />downstream of the lake during normal times. <br /> <br />17. The downstream flows will also be significantly increased during drought <br />periods due to the deliveries of the additional stored water from Canyon Reservoir. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That the City Council of San Marcos confirms its support of the <br />Guadalupe-Blanco River Authority's pending application to TNRCC to amend its existing <br />Canyon Reservoir water right, Certificate of Adjudication No. 18-2074 and hereby requests <br />the duly-appointed Commissioners of the TNRCC to approve the permit amendment <br />without delay. <br /> <br />PART 2. <br />passage. <br /> <br />This resolution shall be in full force and effect from and after its <br /> <br />ADOPTED this the 11 th <br /> <br />day of <br /> <br />June <br /> <br />,2001. <br /> <br />~=-,- <br /> <br />; (~, 'of <br /> <br />.
