All interested parties are brought <br />together in neighborhood meetings where the participants are provided maps, plans, <br />graphics, and policy options. Everyone's concerns and ideas are considered and <br />discussed. Using those ideas and addressing the key concerns, a future land use plan for <br />the sector is developed by the PADS staff. The sector plan is then presented to the <br />community at large. Collaborative planning results in a sector plan that represents the <br />interests and concerns of all participants. <br /> <br />The sector plan process begins with the PADS staff collecting and analyzing backgound <br />information and preparing maps on a sector-by-sector basis. Once base studies are <br />completed, the PADS staff holds meetings with stakeholders in the sector to discuss <br />issues and concerns about their sector. Following the meetings, the PADS staff prepares <br />a draft sector plan (including a future land use map). The PADS staff generally holds one <br />final meeting with the stakeholders to present and discuss the sector plan. <br /> <br />Upon completion of the staff and stakeholders work, each sector plan will be presented <br />individually to the Planning and Zoning Commission. The Planning and Zoning <br />Commission will conduct public hearings on each sector plan. After the public hearings, <br />the Planning and Zoning Commission will make its recommendation to the City Council. <br /> <br />The City Council will hold a public hearing on each sector plan and adopt each by <br />ordinance as an amendment to the city's master plan, San Marcos Horizons. <br /> <br />Adopted: July 23, 2001 <br /> <br />1-2 <br />
