It is intended to guide the <br />growth of the city over the next decade. San Marcos Horizons is a plan that is based on <br />the community's vision of what San Marcos can become and how it wants to look in the <br />future. This community vision is the starting point for an action plan that outlines policy <br />recommendations for the growth and physical development of the community. It states <br />the city's goals regarding future land uses and establishes coordination with related <br />infrastructure master plans. San Marcos Horizons provides the basis for the development <br />of programs and services that have an impact on the physical development of the city, and <br />provides direction regarding coordination with other public and private entities on the <br />implementation of its stated goals. The San Marcos Horizons jurisdiction includes the <br />City of San Marcos and its two-mile Extra-Territorial Jurisdiction (ETJ). These two areas <br />combined cover over 95 square miles. <br /> <br />During the preparation of San Marcos Horizons, a future land use map was prepared for <br />the City of San Marcos and its two-mile ETJ. The Citizens Advisory Committee was <br />concerned that the map was too general in nature and did not contain parcel-specific <br />future land use designations in the city. So the San Marcos Horizons future land use map <br />was adopted for the ETJ only and the 1983 future land use map for the city as amended <br />since 1983) would remain in effect until the sector plans produced parcel-specific maps to <br />replace the 1983 map. To be certain the sector plans would be prepared a policy was <br />included in San Marcos Horizons that stated: <br /> <br />Adopted: July 23, 2001 <br /> <br />1-3 <br />
