Box 2062 Georgetown, Texas 78627 Attention: Mr. David Singleton SECOND EXTENSION OF LETTER AGREEMENT Dear Mr. Singleton: This letter ( "Second Extension of Letter Agreement ") shall serve as a five month extension of the Letter Agreement between Southwest Land Services, Inc. (the "Consultant ") and the City of San Marcos, Texas ( "City ") for development process consulting services executed on March 1, 2011 and extended by means of the First Extension of Letter Agreement dated July 22, 2011. Additional Scope of Work and Compensation: For and in consideration of the City's payment to Consultant of an additional $50,000, to be paid at the rate of $10,000 per month, Consultant agrees to perform the following services during the months of August through December of 2011 (the "Second Extension Period "): Task 10 — Assist in the implementation of recommendations presented the Final Report delivered by Consultant to the City Manager on July 21, 2011. Task 11 — Continue review of current development process and make additional recommendations as appropriate. Task 12 - Help the Assistant Director of Development Services in charge of the Permit Center implement new policies. Task 13 — Participate in a systematic review of the Land Development Code. Task 14 — Continue to serve as an ombudsman on behalf of Redbird Flight Simulations, Inc. in its interactions with city staff during the construction of its facilities at the San Marcos Municipal Airport. Task 15 - Continue to assist C & G Development in negotiation of a development agreement.
