RFP 211 -037 <br />3. GENERAL SPECIFICATIONS <br />A. INTRODUCTION: The City of San Marcos (the "City ") is requesting proposals from <br />qualified firms for Telecommunication Services to include local, long distance, Point -to- <br />Point T1 services and all related installation, activation and maintenance services (the <br />"Project "). The City expects the successful Proponent to provide all necessary <br />materials and services associated with the Project including costs. <br />B. BACKGROUND: The City owns a fiber optic network to connect City facilities; <br />however, the fiber optic network is not part of this Request for Proposal ( "RFP "). The <br />City has three (3) Point -to -Point T1 spans that are included within the scope of this <br />RFP. The following is a list of current services: <br />1. Local Services: Local services include two T1 Primary Rate Interface ( "PRI ") <br />spans, 9 Blocks of 100 Direct Inward Dial ( "DID ") Numbers, Incoming DID <br />Trunks, and Ground Start Trunks for Public Branch Exchange ( "PBX ") use. The <br />City has four (4) Nortel PBX sites. All four sites are networked together to <br />provide centralized services at the Municipal Building location. Centralized <br />services include long distance, voice mail, call accounting, attendant answering, <br />and a call center. <br />2. Lona Distance Services: The City is interested in the cost effective utilization of <br />both dedicated and switched environments; as well as eliminating the <br />requirement for the National Access Fees (Presubscribed Interexchange Carrier <br />Charge "PICC" Charges). The City generates an average of 16,998.4 minutes of <br />long distance per month. <br />3. Point -to -Point T1 Connectivitv: The Point -to -Point T1 circuits used in the City's <br />data network are at the following locations: <br />a. 630 E Hopkins Street (Municipal Building) to 700 N. LBJ (WIC Building); and <br />b. 2300 IH -35 South (Police Department) to 4015 IH -35 (Tanger Outlet). <br />C. SCOPE OF SERVICES: The successful Proponent will provide services related to: <br />1. Public Branch Exchange ( "PBX "): See Attachment "B" for a list of PBX locations, <br />equipment, and services. <br />2. UTILITY COORDINATION: The successful Proponent will be responsible for <br />placement of all orders for central office lines, PRI's, private lines, long distance <br />services, telephone numbers and any other requests. The successful Proponent <br />will coordinate these requests with CenturyLink. The successful Proponent will <br />submit the orders by Friday, June 24, 2011 or as finally negotiated. The <br />successful Proponent will coordinate and confirm orders with the City prior to <br />placing orders, and will provide the City with copies of all orders and other <br />3 <br />
