This letter describes
our understanding of the project scope and our proposed geotechnical engineering services. The
work scope presented herein was developed based on our recent conversations, and preliminary
project plans provided by Freese and Nichols, Inc. and Byrn & Associates, Inc.

Project Information: It is our understanding that the wastewater line improvement project will
consist of four separate lines, namely; Line "A", Line "B", a 18-inch force main, and a 24-inch
gravity line. The total length of the wastewater line is approximately 5% miles, extending north
from the factory outlet mall to the Fish Hatchery.

Lines "A" and "B" are being designed by Byrn & Associates Inc. and Freese and Nichols, Inc.
(FNI) is designing the force main and gravity lines. In addition, two lift stations will be
constructed, which will also be designed by FNl Lift Station No. 1 will be located at the
intersection of the Line "A" and the IS-inch force main. Lift Station No.2 will tie the east end
of the gravity line to the existing wastewater line located south of the Fish Hatchery.

Although this project will be under a single contract, to simplify the process we propose to
submit two separate reports. The first report will pertain only to the line boring locations and
will be limited to discussing the general soil stratigraphy and local geotechnical concerns
observed. The contractor is responsible for the design of trench excavation and safety measures.
The second report will be limited to the lift station locations. Within this report, specific design
and construction criteria will be presented for each lift station, small eMU building, precast
vault, and concrete pavement.

Previous Experience: Our firm has conducted numerous investigations in the vicinity of the
project alignment. Several of these previous projects have been reviewed in order to better
familiarize ourselves with the local soils conditions and overall geology. Noteworthy projects
are the outlet mall located south of the project, the Fish Hatchery and San Marcos High School.
Thick deposits of expansive clay and shale were observed at each project site.
61~3~13IPI53
Copyright 200 1 Kleinfelder, Inc.

3601 ,\\anor Road .
