<br />Injure means to violate the legal right of another or inflict an actionable wrong. <br /> <br />Intimidate means willful coercion with the intent to influence the action or inaction of <br />another. <br /> <br />Rent includes to lease, to sublease, or otherwise to grant for consideration the right to <br />occupy premises not owned by the occupant. <br /> <br />Respondent means: <br /> <br />(1) The person accused of a violation of this article in a complaint of a discriminatory <br />housing practice; or <br /> <br />(2) Any person identified as an additional or substitute respondent under section 46.046, <br />or an agent of an additional or substitute respondent. <br /> <br />******* <br /> <br />Section 46.051. Administration. <br /> <br />(a) The fair housing officer and the commission shall administer this article. <br /> <br />(b) Rules. The fair housing officer commission may adopt procedural rules necessary to <br />implement this article. <br /> <br />(c) Complaints. The fair housing officer shall receive, investigate, seek conciliation of <br />complaints, and refer appropriate complaints for criminal prosecution. <br /> <br />(d) Reports, studies. The fair housing officer cOlmnission may provide reports to the city council <br />regarding the nature and extent of discriminatory housing practices in the city, or recommending <br />legislative or other action to carry out the purposes of this article. <br /> <br />(e) Cooperation with other entities. The fair housing officer cOITmlission shall cooperate with <br />and provide technical and other assistance to federal, state, local, and other public or private <br />entities that are formulating or operating programs to prevent or eliminate discriminatory housing <br />practices. <br /> <br />(f) Witnesses and information. The fair housing officer conmlission may invite witnesses, <br />administer oaths, and request information from witnesses and interested parties in aid of <br />investigations and hearings under this article. <br /> <br />Sec. 46.052.
