completed through the efforts of one supervisor and nine crewmembers. Today the
program employs over 80 individuals with disabilities and performs vegetation control in
creeks, right-of-ways, office buildings and detention ponds totaling over 150,000,000
square feet.

PROPOSED SERVICES

Disposal of Materials

Easter Seals is very much aware of the importance recycling has to the economy and the
environment. Under our existing contracts, all wooded materials that are removed from
open waterways and detention ponds are chipped, stored at our facility and offered free of
charge to anyone that has a need for this material. Last year we placed an advertisement
in the local paper informing citizens of the time and place that they may pick up this
material. The response was very positive. In fact, after two (2) days, all of the mulch
(over 200 cubic yards) was removed. In addition, Easter Seals and the City of Austin
have recently entered into a contract whereby we will provide the labor needed to assist
the City in a pilot-recycling project. It is anticipated that this project will significantly
reduce the amount of materials going to their landfill.

In the performance of this contract with the City of San Marcos, all wooded material that
can be chipped and used as mulch will be recycled. City staff has offered us the use of a
forty (40) acre site owned by the City of San Marcos. All materials that can be chipped
and used as mulch will be available to the city should there be a need. If the City does
not have a need for this material, we will place an advertisement in the local paper
announcing where and when citizens may come and remove, free of charge, the material
for their private use. In the event that the response is not well received, we will transport
the material to our facility in Austin and offer the mulch to the citizens of that
community.

All materials that cannot be recycled will be disposed of in a proper and legal manner at a
site approved by the City of San Marcos.

Public Relations

Public awareness is vital to the success of any community program. When citizens are
informed in advance as to when maintenance work is scheduled for their neighborhood,
they are more likely to respond in a positive and appreciative manner. In addition,
having advanced notice reduces confusion and the number of phone calls to city
personnel.

In the performance of this contract, we will place door hangers at those homes and
businesses that will be directly affected by our work. The placement of these hangers
will be done no less than forty-eight (48) hours prior to the commencement of the work.
Each hanger will inform the citizen as to whom we are, when we will be in their area and
who to call should they have questions. In addition, on the hanger are questions that

3
