PUBLIC HEARINGS <br />13.7:OOPMReceive Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -42, amending Ordinance No. 2004 -76 which ordained the Citv's <br />participation in the Texas Enterprise Zone Program pursuant to the Texas Enterprise <br />Zone Act, Chapter 2303, Texas Government Code to extend additional incentives for <br />qualified businesses under said program: nominating the CFAN Expansion Proiect in the <br />Citv as an Enterprise Proiect under the Texas Enterprise Zone Program; including <br />procedural provisions, and declaring an effective date.; and consider Ordinance 2011 -42 on <br />the second of two readings. <br />Amy Madison, President of the Greater San Marcos Partnership, presented a brief presentation to <br />the Council regarding the Texas Enterprise Zone Program and the nomination of the CFAN <br />expansion project. Mrs. Madison stated that the amendment was modified to include the tax <br />increment finance zone offering as well as the foreign trade zone. Both do actually exist outside <br />the zone as well as options inside our incentive policy. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:57 <br />p.m. <br />No one came forward for or against this item. <br />There being no comments, the Public Hearing was closed at 7:57 p.m. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Scott the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -42 <br />with the amendment of the establishment of foreign trade zones or tax increment zones as <br />possible incentives, on the second of two readings, as previously captioned. The motion carried <br />unanimously. <br />14.7:OOPM Receive Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2011 -43, approving an amendment to the future land use map from <br />"MDR" Medium Densitv Residential to "HDR" High Densitv Residential for an 8.0758 <br />acre, more or less, tract of land located at 1350 North LBJ Drive; amending the Official <br />Zoning Map of the Citv by rezoning this tract from "MF -12" Multiple - Familv Residential <br />District to "MF -24" Multiple - Familv Residential District; and including procedural <br />provisions; and consider Ordinance 2011 -43. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 8:03 <br />p.m. <br />Ed Theriot, ETR Development, 401 Dryden Ln, Buda, TX, there is an existing development on <br />the site called Hillside Ranch. Tfiere are 258 units spread across this 15 acre parcel currently. <br />The back park of the lot is currently zoned MF -12. They are proposing to replat the property <br />into one lot instead of the current two, and to add units to the rear of the property. The proposed <br />
