18. Consider approval by motion of a proposed tax rate of 53.02 cents per $100 valuation. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Jones the City Council voted (7) for and (0) opposed, to approve the proposed tax rate <br />of 53.02 cents per $100 valuation, as previously captioned. The motion carried unanimously. <br />19. Receive staff presentation regarding the upcoming Communitv Vision Work Plan and <br />how it will tie into the Master Plan update and Big Picture Infrastructure. <br />Matthew Lewis, Development Services Director, presented Council with the City's new <br />Community Vision Work Plan. <br />20. Receive Staff presentation on the Edwards Aquifer Recovery Implementation Program <br />and review Implementing Agreement, Funding and Management Agreement, Adaptive <br />Management documents, and Habitat Conservation Program. <br />Tom Taggart, Public Services Director, presented Council with a follow up to the previous <br />presentations of the Edwards Aquifer Recovery Implementation Program; the presentation <br />reviewed the work that has been done on drafting the Implementation Agreement, the Funding <br />and Management Agreement, the Adaptive Management documents, and the Habitat <br />Conservation Program. <br />21. Discussion on the proposed Fiscal Year 2011 -2012 Budget and provide direction to <br />staff. <br />Steve Parker, Finance Director, provided Council with updates regarding direction that Council <br />had provided to Staff at the previous budget workshops. <br />HSAB Needs Assessment funding is something that Staff is currently researching. They did find <br />out that we can use CDBG funding, but it will have to come out of a different allocation of <br />CDBG funds. Staff is looking for additional dollars and going back through the budget and will <br />have a recommendation on the September 6, 2011 meeting. Looking at an amount around <br />$35,000 for the assessment. <br />CVB and Tanger are actually currently working on a joint agreement and will present that to the <br />City Manager's office and the City Council at the September 6, 2011 meeting as well. <br />2012 CIP discussion will also take place at the September 6, 2011 meeting. Mr. Parker reported <br />that the tax rate held at 53.02 cents, the effective tax rate is 53.41 cents and the property tax <br />valuation increased by 4.1%. <br />We are still preceding with the proposed rate increases of 3% in water and 2.5% in wastewater. <br />22. Open San Marcos Resolution discussion and provide direction to Staff. <br />Jamie Lee Pettijohn, City Clerk, provided City Council with an explanation of what is currently <br />being done to meet each item of the "First Ten" list that Open San Marcos is requesting to be <br />included as an exhibit with their Open Government Resolution. Council directed Staff to <br />consider sending Item #4 regarding the number of times a zoning ordinance is read to the Charter <br />
