Section 7: Development Standards <br />7.01 Landscape Standards <br />Landscaping shall comply with the requirements of Chapter 6, Article 1 of the City of San <br />Marcos LDC as existed at the time of approval of this PDD for the proposed use to be <br />developed on the property. <br />7.02 Parking Standards <br />Parking requirements shall comply with all requirements of Chapter 6, Article 2 of the <br />City of San Marcos LDC as existed at the time of approval of this PDD for the proposed <br />use to be developed on the property. <br />7.03 Parkland Dedication <br />Parkland dedication for this development has been satisfied by the dedication of land for <br />the Dudley Johnson & Paul Vetter parks, $175,000 fee payment for improvements to the <br />Dudley Johnson & Paul Vetter parks and the dedication of five (5) LUE's of service out of <br />the total 2,180 LUE's dedicated pursuant to the water and wastewater utility agreements <br />with the City of San Marcos. <br />7.04 Environmental & Water Quality Standards <br />The Blanco Vista Subdivision lies entirely within the Edwards Aquifer Transition Zone. <br />The community contains existing drainage and water quality areas including the existing <br />water quality facilities located at the southeast corner of Blanco Vista Boulevard and Old <br />Stagecoach Road and the open drainage channels and grass swales that have been <br />designed to accommodate the fully developed stormwater runoff for this subdivision. No <br />additional detention or water quality standards are required. <br />7.05 Existing Infrastructure and Utilities <br />The ROW's for Blanco Vista Boulevard and Trail Ridge Pass are existing platted ROW's. <br />The street layouts within Tract B and Tract V are planned and have been partially <br />platted. In addition to the existing platted street ROW's and proposed street layouts <br />shown, significant on -site and off -site utility infrastructure has been planned and partially <br />installed. The City recognizes the costs associated with these improvements and <br />acknowledges that removal, relocation or realignment of any existing infrastructure <br />improvements shall not be required. <br />There is an existing water and wastewater utility agreement approved by Resolution <br />2007-161R (as amended, if applicable) which establishes and outlines obligations for <br />provision of water and wastewater utilities for the Blanco Vista Subdivision. <br />7.06 Exterior Construction Standards <br />The Blanco Vista Subdivision is subject to the Declaration of Covenants, Conditions and <br />Restrictions established by Carma Blanco Vista, Ltd. and as recorded in the Hays <br />County Deed Records and the associated Blanco Vista Architectural Guidelines. <br />Prior to issuance of a building permit involving exterior alterations to any existing <br />buildings within the Blanco Vista Community, a determination of compliance with the <br />Blanco Vista Architectural Guidelines must be approved by the Blanco Vista <br />Architectural Control Committee.
