September 8, 200 I Ms. Laurie Anderson Director of Engineering City of San Marcos 630 East Hopkins Street San Marcos, Texas 78666 RE: Professional Services for Easement and Right-of-Way Acquisition Various City Projects Dear Ms. Anderson: Pursuant to your request, I have reviewed land support requirements for two ongoing projects previously covered by a general professional services contract. In addition we have discussed the potential for similar service needs in yet unidentified upcoming projects. Please find outlined below an outline of the scope of existing projects, and a review of services I can provide upcoming projects. WESTOVER ROAD AND UTILITY CONSTRUCTION The project includes the reconstruction of existing streets, rainwater runoff control, and new sewer and street construction to areas within this residential neighborhood. Project engineer, Mr. James Klein has requested my assistance in acquiring a detention pond for rainwater runoff control and temporary work- space agreements from landowners within the project area. I have already initiated negotiations for acquisition of the requested detention pond area. I have also reviewed the temporary work space needs as illustrated on a plat provided by Mr. Klein, and identified approximately 75 separate lots marked for temporary work spaces. Comparing the tax cards acquired for my initial work on the project informing landowners of the initial survey work. I have identified approximately 38 separate owners of the estimated 75 lots. Initial survey maps indicates that some landowners have encroached on the existing right-of-way where streets have never been constructed with fences and other improvements. The area is a wood hillside and the loss of trees and vegetation within the right-of-way will also impact lando....'I1ers. While this project clearly offers an important improvement to the value of the properties and the potential uses the properties may support, the negotiations are anticipated to be potentially complex with some landowners. The neighborhood has existed for many years, the lots are small and the impact of the proposed work will be significant.
