Section 1: Introduction, Proiect Location and Description <br />The purpose of an overlay planned development zoning district ( "PD District ") is to <br />provide for the development of land as an integral unit for single or mixed use in <br />accordance with a PDD Concept Plan that may include uses, regulations and other <br />requirements that vary from the provisions of other zoning districts. PD districts are <br />intended to implement generally the goals and objectives of the City's Master Plan. PD <br />districts are also intended to encourage flexible and creative planning, to ensure the <br />compatibility of land uses, to allow for the adjustment of changing demands to meet the <br />current needs of the community, and to result in a higher quality development for the <br />community than would result from the use of conventional zoning districts. <br />Planned Development Districts (PDD's) provide one of the best structures for producing <br />a unified and physically cohesive community. PD Districts are intended to encourage <br />flexible and creative planning, to ensure the compatibility of land uses, to allow for <br />adjustment to the changing demands to meet the current needs of the community and <br />to result in a higher quality development for the community than would result from the <br />use of conventional zoning districts. The PDD process results in a general master plan <br />with built -in flexibility. This flexibility is essential for the development to grow and mature <br />as demographics shift and market trends evolve. <br />Blanco Vista is located approximately five miles northeast of downtown San Marcos and <br />Texas State University. The subdivision in its entirety consists of approximately 575 <br />acres of land; the subdivision is located approximately one -half mile west of IH -35 and <br />is generally bound by Yarrington Road on the north, Post Road and the Union Pacific <br />Railroad on the east and Old Stagecoach Road on the south and west. The portion of <br />the subdivision covered within this PDD consists of Phase 1, Phase 2 the School Plat <br />and the Church of the Latter Day Saints Subdivision. A PDD will provide a mechanism <br />for alleviating the inconsistencies between the subdivision concept plan and the current <br />zoning designation of the property and establish a set of development standards for the <br />development of the subdivision. Because of the number of property owners within <br />Phase 1 and Phase 2 the City of San Marcos is initiating a PDD overlay district for the <br />portion of the subdivision that is platted as of the approval of this document. The <br />developer of the site has initiated the PDD overlay district for the rest of the site, which <br />is undeveloped. The PDDs will have the same requirements. <br />Section 2: Existina Subdivision Conditions <br />Blanco Vista is currently within the City Limits of the City of San Marcos and is zoned <br />Mixed Use District (MU). The subdivision is currently designated on the Future Land <br />Use Map as Mixed Use, Public and Institutional and Open Space. Existing land uses <br />include open space and hike and bike trails, a church, a community amenity center and <br />approximately 104 single - family detached homes. <br />2 <br />
