<br />ATTACHMENT "A" <br /> <br />HRM CONSULTANTS, INC. <br /> <br />Scope of Work <br /> <br />For <br />Real Estate Acquisition Services <br />Including <br />The Acquisition of Temporary Right of Entry Agreements <br />For <br />The City of San Marcos <br />Proposed Bishop Street (a.k.a. Craddock Avenue) <br />Paving & Drainage Improvement Project <br />San Marcos, Hays County, Texas <br /> <br />INTRODUCTION <br /> <br />The City of San Marcos (City) is in the process of reconstructing Craddock Avenue (formerly <br />Bishop Street) from Ranch Road 12 to North Bishop Street. The new proposed roadway will be <br />a four (4) lane divided median with turn lane and will correct a blind hill at Ramona Street, <br />improve drainage, and widen the roadway to accommodate future traffic growth. A subsidiary <br />objective will be the replacement of an old water line. City has requested that HRM <br />CONSULTANTS, INe. (Consultant) obtain Temporary Right of Entry Agreements for the use <br />of City employees, agents or contractors, for the purposes of surveying, appraisal, environmental <br />assessments, and geotechnical analysis/testing. Consultant will serve as the City's professional <br />consultant on right of way and land acquisition for the Project, and will give consultation and <br />advice to the City during the performance of the Consultant's acquisition services. <br /> <br />The Consultant shall in the scope of its work, perform services as assigned by the City. <br /> <br />Services are defined as any service related to the acquisition/transfer of property rights, <br />including, but not limited to, preliminary title work, rights of entry for surveying and <br />environmental investigation, appraising, negotiation, Purchase Contract execution, closing, and <br />condemnation support services as required. <br /> <br />The total project involves approximately thirty (30) parcels identified to date. City has provided <br />Consultant with a plan prepared by Byrn & Associates, Inc., Engineers and Surveyors entitled <br />Bishop Street Paving and Drainage/Right of Way and Pavement Layout, dated June 27, 2001. <br />This plan shows some ownership, property boundaries, lot and block numbers, subdivision <br />names, and Hays County Appraisal District account numbers. City has also provided Consultant <br />with plans and profiles entitled Craddock Avenue Paving, Drainage and Utility Improvements <br />prepared by B yrn & Associates, Inc., dated 08/31/01, marked preliminary not for construction. <br /> <br />1 <br />
