<br />3. Have presently employed within the firm or immediately available for the performance of <br />the services offered, skilled personnel experienced in real estate negotiations, who, in <br />addition, have such personality and temperament that good relations with property <br />owners in the area will be reasonably assured. <br /> <br />4. Pursue the work with diligence in an endeavor to meet all Project schedules established <br />by the City. The work authorizations will include the period of time in which the <br />Consultant is expected to have completed each phase of the negotiation/acquisition <br />process. <br /> <br />5. Agree not to commence work on the Project until the Consultant has been thoroughly <br />briefed on the scope of the Project and has been notified in writing to proceed. <br /> <br />6. Agree to provide the Contract Manager for review and approval prior to use in each <br />phase of the Project, the following forms: (a) right of entry, (b) notice of intent, (c) initial <br />offer letter, and (d) the final offer letter. <br /> <br />APPRAISAL PROCESS <br /> <br />The Consultant shall arrange for the services of state certified appraisers, who will furnish <br />appraisals that establish the fair market value of each parcel from which a fair offering price for <br />land and improvements may be determined. <br /> <br />The Consultant shall submit a copy of each appraisal to the Contract Manager for review and <br />approval of value, prior to making the written offer to the property owner. The City may request <br />additional information, or reject the appraisal, if in the opinion of the City the appraisal is found <br />to be (1) lacking in sufficient detail; (2) lacking in quality to be defensible; or (3) based upon an <br />erroneous application of the law. <br /> <br />The City, at its option, may request such other appraisal, as may be desired to satisfy the <br />particular requirements of the Project. <br /> <br />NEGOTIATION/ACQUISITION STANDARD PROCESS - The Consultant shall: <br /> <br />l. Ascertain the name and address of each owner whose property is to be acquired for the <br />Project. <br /> <br />2. Ascertain the name and address of any lessees or tenants residing on the property, and the <br />terms of such lease(s), when required by the City, and obtain a release of interest from <br />each lessee or tenant on each parcel of land. <br /> <br />3. Set up permanent negotiation records on the Project during the process of the work which <br />includes a Log of conversations, copies of written correspondence, and other pertinent <br />documentati on. <br /> <br />4. Be prepared for acquisition negotiations by accumulating information and preparing <br />materials for logical presentation to property owners. This includes, but is not limited to <br />elements of the Project location and design, the review and understanding of appraisal <br /> <br />3 <br />
